About The Position

This position serves as a Lead Application Developer supporting the Illinois Department of Revenue (IDOR) by coordinating and conducting complex web application development for the Web Application Development unit. In this role, you will analyze and recommend innovative procedures and technologies to enhance website and application performance. You’ll also provide critical support for both scheduled and emergency maintenance, while serving as a team lead on highly complex, high-impact initiatives.

Requirements

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Web Applications or a related Information Technology field.
  • Requires three (3) years of professional experience designing and developing public-facing browser-based tax websites and tax web applications using Microsoft Visual Studio, Azure DevOps, and technologies including ASP.net and C#, MVC, SQL, SQL Reporting Services, and Stored Procedures, with a focus on usability, accessibility, and performance.
  • Requires three (3) years of professional experience conducting technical evaluations and usability analysis of large-scale web applications, including conducting feasibility studies, validating logic paths through structures testing, assessing maintainability, and recommending improvements that enhance user experience.
  • Requires three (3) years of professional experience supporting scheduled and remedial maintenance for enterprise-level websites and web applications, including diagnosing errors, optimizing system performance, and ensuring continues operational integrity.

  • Requires employment authorization to accept permanent full-time position with the State of Illinois.
  • Requires the ability to pass a tax compliance and position specific, agency required background check.

Responsibilities

  • Serves as a Lead Application Developer for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Revenue (IDoR) by coordinating and conducting complex tax web application development for the Web Application Development unit.
  • Analyzes and recommends new procedures and techniques to improve supported tax websites and tax web applications, and tax processing platforms.
  • Serves as a primary support for scheduled and remedial maintenance to assigned tax websites and tax web applications.
  • Represents the web development team by attending meetings and conferences as the subject matter expert for their supported systems.
  • Serves as a team leader on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data.
  • Keeps abreast of new developments in the Web Development field by continuing education through online training platforms, meetings, training sessions, seminars and conferences to increase familiarity with and remain current on products, vendors, techniques and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
