About The Position

The Pennsylvania Liquor Control Board (PLCB) has an exciting opportunity for a LCB Licensing Specialist in the Bureau Of Licensing, Licensing Evaluation Division. In this role, you will be responsible for performing advanced technical work in the regulatory review of liquor license and permit applications. This will support the selective licensing program and develop licensing training for Licensing Bureau employees. DESCRIPTION OF WORK This position focuses on reviewing and evaluating liquor license and permit applications to support the Pennsylvania Liquor Control Board. The work ensures that applicants meet all legal and regulatory requirements before a license is issued.

Requirements

  • Two years of experience as an LCB Licensing Technician 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Five years of clerical, administrative, or para-professional experience supporting a legal, licensing, or other regulatory program requiring the application of statutes, program policies, and industry regulations, and graduation from high school; or An equivalent combination of experience and training.
  • Meet the PA residency requirement.
  • Be able to perform essential job functions.
  • Pass a background investigation.
  • No felony conviction within the last ten years of the prospective date of employment.

Responsibilities

  • Examine and evaluate license and permit applications to determine eligibility under state laws
  • Assess agreements, orders, and other legal documents to verify accuracy and compliance
  • Review files and investigation reports for past violations or issues that affect application status
  • Prepare summaries of findings and create correspondence that explains deficiencies or required actions
  • Enter and maintain data in POSSE and PLCB+ systems to track application progress
  • Provide case updates and answer inquiries from applicants, attorneys, legislators, and agency staff
