About The Position

The Department of Corrections is seeking a highly motivated and qualified individual to fill one full time permanent position for the role of Law Enforcement Notification Manager, (LENM), located at DOC Headquarters in Tumwater, WA. This position contributes to the goals of the Department by ensuring public information generated distributed by the Law Enforcement Notification Program is accurate, timely, and complete to include appropriate assessments of risk, risk-need information, and effective additional service referrals for individuals with sex offending behavior prior to release. This position works collaboratively with a wide variety of internal and external stakeholders to include law enforcement agencies, facility staff, community corrections staff, judges, attorneys general, prosecutors, defense attorneys, social workers, mental health and sexual treatment providers, psychologists, multi-agency workgroups or teams, psychiatrists, victims services, agency staff, DSHS staff, and legislative staff to manage and mitigate risk posed by individuals released from Washington state agencies including the Department of Corrections with histories of sexual offending. The Law Enforcement Notification (LEN) and End of Sentence Review (ESR) Programs exist to support that vision by providing comprehensive historic research, records preservation, specialized risk assessment, analysis and referrals for case management oversight for individuals with histories of sexual offending as required in RCW 72.09.345. Information generated is provided to the multi-agency End of Sentence Review Committee (ESRC), law enforcement and other applicable agencies prior to the individual’s release from confinement. Requirements

  • Bachelor's Degree involving major study in sociology, psychology, criminal justice or a closely related field, from an accredited college or university whose accreditation is recognized by the U.S. Dept of Education and the Council for Higher Education Accreditation
  • A minimum of 3 years of experience in corrections or a closely related field
  • OR A minimum of 7 years of experience in corrections or a closely related field
  • A minimum of 2 years of the above experience must include direct work with sexual offenders and demonstrated knowledge of actuarial risk assessment or mental disorders
  • Demonstrated experience two years (2) of providing testimony or depositions in court settings
  • Demonstrated ability to read, discuss and process extreme sexual violence and offensive explicit subject matter on a daily basis
  • Demonstrated ability to analyze issues and problem solve independently in high stress situations
  • Managerial knowledge, experience and skill in leadership necessary to provide vision, direction and control for a unit tasked by RCW to provide services to law enforcement agencies throughout Washington state
  • Full user-level certification in the application of the risk assessment actuarial instruments to include: Static 99R Stable 2007 Acute 2007

Nice To Haves

Responsibilities

  • Manage staff, work performance, evaluate staff progress, reviewing results compared to goals and plans of the program and mission.
  • Attend and travel between worksites, meetings including but not limited to supervisory, program meetings.
  • Conduct 1:1 meetings with staff members as well as internal and external meetings.
  • LENM duties are highly technical and specific for which the supervisor's primary responsibility is to ensure consistent work practices align with policy and LEN team standards intended to mitigate ongoing risk to the community at large.
  • The LENM makes policy recommendations and regularly implements operational changes as needed.
  • This position requires regular and ongoing communication with employees as well as stakeholders and the public in various communication formats.
  • Directs the implementation of statewide programing and policies and makes strategic recommendations that significantly influence organizational level policies and the LEN/ESRC programs.
  • Sets goals and direction for staff.
  • Encourages and influences people to adopt purpose of LEN/ESRC.
  • Assists staff as well as stakeholders and the public with interpreting policies, laws and agency practices.
  • Represents DOC in meetings with other entities, criminal justice partners or community groups, serving as a designated statewide expert in the assessment or risk for sexual recidivism as well as lawful provision and dissemination of sex offense related information to law enforcement as related to individuals in the Department’s jurisdiction.
  • Provides direct oversight for assigned staff in their interaction with the public.
  • Responsible for taking corrective action, resolving staff conflict, accounting for attendance, approving significant supply orders, monitoring and approving leave, training and extended periods out-of-office, and improving performance.
  • Makes recommends and implements organizational changes of the agency, division and business unit.
  • Plan, coordinate, and ensure staff office coverage.
  • Responsible for completing timely HR and/or PREA or employee investigations as assigned.
  • Develop or update contracts and MOUs for training and business needs of the programs.
  • Be responsive to staff and their needs during business and after-hours for those that have required work.
  • Monitoring staff training and quality of work and ongoing work to improve office processes and procedures.
