Labor Compliance Specialist
About The Position
Align Builders is seeking a fulltime experienced Labor Compliance Review Specialist to manage the review and verification of certified payroll and labor compliance documentation submitted by our subcontractors on California public works construction projects. As the general contractor, Align Builders is responsible for confirming that every subcontractor's certified payroll and compliance submittals meet California Department of Industrial Relations (DIR), LCPtracker, and public works requirements before they are accepted into the project record. The ideal candidate has hands-on experience reviewing California prevailing wage documentation, DIR certified payroll reports, LCPtracker submittals, wage determinations, employee classifications, fringe benefits, and apprenticeship compliance records, and is comfortable identifying discrepancies and pushing subcontractors to correct them.
Requirements
- 3+ years of experience with California construction certified payroll and public works compliance is mandatory.
- Strong working knowledge of California DIR certified payroll requirements including Skilled and Trained Workforce requirements and when they apply
- Strong working knowledge of Union payroll and reporting requirements
- Hands-on experience with LCPtracker is required.
- Understanding of overtime, fringe benefits, deductions, and prevailing wage requirements.
- Experience reviewing payroll records and compliance documentation submitted by third parties (subcontractors, vendors, or similar).
- Knowledge of California apprenticeship requirements is mandatory
Nice To Haves
- Experience with Davis-Bacon/federal prevailing wage requirements is a plus
Responsibilities
- Review RFP’s / Prime Agreements to determine project specific labor compliance requirements
- Create Subcontract Exhibit E detailing project specific labor compliance requirements
- Review subcontractor certified payroll reports submitted through the California DIR eCPR system and/or LCPtracker for accuracy and completeness.
- Verify that subcontractor timecards, hours, and classifications submitted for each public works project align with the applicable scope of work.
- Confirm subcontractors have applied the correct prevailing wage classifications and wage rates for each employee.
- Review submitted base wages, fringe benefits, overtime, double time, deductions, and other required payroll information for compliance.
- Cross-reference subcontractor submittals against current California prevailing wage determinations to confirm the correct rates were used.
- Track and verify subcontractor apprenticeship documentation, including DAS 140, DAS 142, apprenticeship requirements, and apprentice ratios when applicable.
- Maintain complete certified payroll and labor compliance files for each project, organized by subcontractor.
- Flag non-compliant or incomplete submittals and manage the correction process with subcontractors through resolution.
- Escalate unresolved compliance issues to project management as needed.
- Stay current on changes to California prevailing wage, DIR, public works, and labor compliance requirements to keep review standards accurate.
