About The Position

Supervise and coordinate consumer and clinical laboratory staff activities and operations. Serve as quality manager and oversee laboratory testing, analysis, reporting and quality control/quality assurance procedures. Provide responsible staff assistance to assigned senior management personnel. This Coordinator position has primary oversight of the Tarrant County Public Health Clinical Laboratory Section, including general operations, testing, regulatory compliance, and quality assurance. Experience with microbiological, molecular, and immunological methods (manual and automated assays) is desired. The following certification is desirable: MT or MLT; ASCP-certified or equivalent. Previous CLIA regulatory experience and knowledge of good laboratory practices, quality control, and quality assurance is preferred.

Requirements

  • Bachelor’s Degree in biological or clinical laboratory science with a minimum of thirty (30) hours in microbiology and biology.
  • Five (5) years laboratory experience with a master's degree with two (2) years of supervisory experience or seven (7) years laboratory experience with a bachelor's degree with two (2) years of supervisory experience.
  • Must provide evidence of a Class "C" driver's license with proof of liability insurance.
  • Good written and oral communication skills.
  • Ability to work with peers in a team environment.
  • Must be familiar with NELAC, CLIA, OSHA, and/or HIPAA regulations.

Nice To Haves

  • Experience with microbiological, molecular, and immunological methods (manual and automated assays) is desired.

  • Certification by the TCEQ or NELAC for the analysis of drinking water is desirable.
  • MT or MLT, ASCP certified or equivalent (i.e. NCA, ISCLT) is desirable.
  • Familiarity with procedures in microbiology, immunology, parasitology, molecular biology, virology, and chemistry is desirable.
  • Knowledge of good laboratory practices, quality control, and quality assurance is desirable.

Responsibilities

  • Coordinates the organization, staffing and operations activities for central and satellite laboratories.
  • Develops and ensures implementation and updates of the quality systems required by the various certifying regulatory agencies within the lab (e.g. CLIA, TCEQ/NELAC, DSHS, FDA).
  • Participates in the development and implementation of goals, objectives, policies and priorities for staff. Recommends and implements resulting policies and procedures.
  • Identifies opportunities for improving laboratory methods and procedures. Analyzes workload and establishes work schedules to provide optimum laboratory service and production.
  • Prepares and maintains accurate records and reports covering each phase of laboratory operations for compliance with federal and state regulations.
  • Performs laboratory analysis of water, food, milk and dairy products and clinical samples as appropriate. Reviews data from completed analyses and records and reports results accurately and in accordance with established procedures.
  • Coordinates the interactions of the central and satellite laboratories with other divisions and County departments to maximize customer satisfaction and minimize cost of service.
  • Prepares requests for proposals and bid invitations. Evaluates, recommends, and requisitions purchases of analytical equipment. Approves requisitioning of supplies and equipment for assigned sections.
  • Participates in selecting, training, motivating, and evaluating laboratory personnel. Provides or coordinates staff member training. Works with subordinate staff members to correct deficiencies.
  • Provides opportunities for all required staff training, competencies, proficiency testing, and continuing education. Ensures documentation is completed for each staff member.
  • Participates in the development and administration of assigned program budget. Forecasts funds needed for staffing, equipment, materials and supplies.
  • Provides staff assistance to senior management personnel. Participates on a variety of TCPH committees. Prepares and presents staff reports and other correspondence as appropriate and necessary.
  • Testifies in court as necessary regarding the validity of laboratory results.
  • Responds as needed in the event of a bioterrorism event or any public health threat.
  • Performs all other related duties and responsibilities involved in the operation of TCPH as assigned or required.
