About The Position

ESM is looking for a full-time Knowledge Manager / IT Policy Specialist who demonstrates the following capabilities and satisfies the Minimum Qualifications, Clearance, and Certification requirements. Employees will provide general assistance, advice, and support to the DOC Office of the Chief Information Officer (OCIO), Senior Advisor. The technical support services may include, but are not limited to: Referencing existing departmental policies, guidance and processes. Creating required policies, guidance, processes, and training materials for use in the DOC CUI Program. Developing and providing role-appropriate CUI training to DOC personnel and contractors, as required. Conducting periodic inspections and review of security controls for safeguarding CUI materials in both physical and electronic form. Maintaining a mechanism to manage and track corrective plans of actions and milestones; and, General Project Management and coordination. Candidate will be responsible for developing standard operating procedures, training instruction, and compliance assessment of Department of Commerce policies that standardize the safeguarding of Controlled Unclassified Information (CUI). Oversight: The Contractor shall coordinate with the National Archives and Records Administration (NARA), DOC Chief Information Council, DOC Office of Security, DOC Chief Privacy Officer, and DOC Records Managers as they work to implement DOC CUI actions to ensure compliance with the Order. FOIA: The Contractor shall execute support tasks defined by the TM to engage collaboration with DOC Freedom of Information Act (FOIA) personnel, hence promoting FOIA process coordination, while ensuring that information designated as CUI does not have adverse bearing on FOIA requests or determinations, as the CUI program makes no changes to the FOIA process. Information Categories: The Contractor shall assist the DOC CUI Program Manager to review all categories, subcategories, and markings used to designate unclassified information for safeguarding and dissemination controls and submit proposed categories, subcategories, and markings to the DOC Senior Agency Official (SAO) for review and approval.

Requirements

  • Minimum of three (3) years of experience providing CUI program support to an Executive Branch Department/Agency or Defense Industrial Base partner
  • Familiar with Executive Order 13556 "Controlled Unclassified Information" (the Order), which establishes a program for managing all unclassified information in the Executive branch that requires safeguarding or dissemination controls pursuant to and consistent with applicable law, regulations, and government-wide policies.
  • Excellent team skills, must be thorough, must have excellent communications skills, written and verbal.

  • Secret clearance
  • Required to stand, walk and sit; communicate verbally both in person and by telephone; use hands to finger, handle or feel objects or controls; reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, depth perception, color vision and the ability to adjust focus.
  • Physical demands associated with this position may include extensive walking (including stairs) throughout offices and between buildings, standing and lifting up to 25 lbs (to support training activities). May require use of personal or Government vehicle to drive to local and/or remote office locations.
