About The Position

This leadership position provides oversight of the daily operations of the Juvenile Detention Home (CJDH) and directly supervises the Day and Evening Detention Home Operations Managers. Ensures detention home operations are in accordance with CJDH policies and procedures and local, state, and federal regulations. Responsible for the overall safety and security of facility, staff, and residents. Serves as key decision-maker during times of crisis. Establishes, reviews, and ensures staff adherence to CJDH policies and procedures. Provides oversight of daily operations for both the Post-Dispositional Program and Community Placement Program (CPP), directly supervising both program Case Managers. Provides administrative oversight for the Home Incarceration Program, a state-funded alternative to detention program, and directly supervises full-time and part-time Home Incarceration Officers. Serves as administrative point-of-contact for all external customers including court personnel, juvenile probation staff, attorneys, psychologists, mental health workers, DSS workers, and parents/guardians of residents. Models professional conduct and interactions with residents, peers, and employees. Manages the detention home’s administrator on-call rotation and serves alongside Detention Home Operations Managers in the on-call rotation, responding to all staff inquiries and emergency situations; conducts on-site unannounced visits. Performs other work as assigned.

Requirements

  • Bachelor’s degree in human services (social work, sociology, psychology, criminology), and five years of experience in juvenile services, corrections, social services, or a related field, including two years in a supervisory or leadership role; or an equivalent combination of training and experience.
  • Knowledge of the juvenile justice system, including various aspects of secure detention (i.e., security, youth management, personnel, treatment programs, education, etc.).
  • Ability to respond calmly and effectively to crisis situations.
  • Proven track record in strategic performance management, including the ability to document corrective action, deliver difficult feedback with emotional intelligence, and foster a psychologically safe team culture.
  • Ability to effectively work with people both inside and outside the agency.
  • Advanced executive communication skills, with a demonstrated ability to synthesize complex operational data into concise, clear briefings for diverse audiences.
  • Excellent organizational and time management skills.
  • Current valid driver’s license and good driving record required.
  • Based on the Virginia DMV point system, records must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months.
  • Out-of-state driving records must be obtained by applicant and presented at time of interview.
  • Records must reflect at least three years of history and be dated within thirty days of interview date.
  • Pre-employment drug testing, FBI criminal background check, and education/degree verification required.
  • This position is considered Safety Sensitive and is subject to random drug and alcohol testing.
