About The Position

This position is responsible for directing and managing all operations of the divisions of Juvenile Court and Juvenile Drug Court in coordination with and under the general direction of the Judges of Juvenile Court. Develops and directs the implementation of new and revised policies, establishing goals, standards, objectives, and procedures. Oversees the preparation of the Department’s annual program plans, to ensure compliance with Federal and State statutes, rules, and regulations. Supervises, monitors, evaluates, and manages non-clerk staff employed with the court. Administers, develops, and directs the preparation of annual and supplemental budgets; presents budget proposals to the county’s budget committee and City Council. Directs, manages, and monitors financial operations of the Court, maintains oversight over the fund balance of two fiscal budgets in addition to preparing and submitting data and financial. Includes development of budget, budget research, and monitoring for cost effectiveness. Responsible for reviewing and approving all purchasing and financial transactions by employees of the Juvenile Court. Review and process payment of all invoices for attorneys serving in court as counsel or guardian ad litem. Review and process payment of all invoices for third-party vendors who provide services to the Court. Negotiate and implement all contracts, intergovernmental agreements, and MOU’s entered by the court. Serves as Grant Director, applies for grants, and prepares and submits data and formal reports. Oversees the operation of the CHINS program. Coordinates with the Office of the Clerk of the Juvenile Court to ensure compliance with laws regarding Juvenile Court records (responsible for maintenance of Juvenile Court records, all pleadings are filed in the clerk's office, reporting of disposition to outside agencies as required by law). Serves as the principal liaison with Judges, Court personnel, vendors, federal, state, and local court, government, and grant agencies. Attends weekly Court staff meetings, with the Juvenile Court Judges and Clerk of Court. Coordinates with the Clerk of Juvenile Court regarding scheduling conflicts for attorneys and appointed attorneys for delinquency and dependency cases. Implements new programs to improve the operation of all divisions of the Court. Addresses and responds to policy and procedural inquiries and complaints from employees, members of the public, and other governmental agencies. Receives payment of supervision fees and restitution as ordered by the court and disburses such funds in the manner authorized in the order. Receives payment of supervision fees as ordered by the Court for delinquent child or child in need of services. Coordinates training requirements for the Clerk of Juvenile Court and Court Administrator as well as the Judges and other court personnel. Represents the Juvenile Court in the community by serving on boards and committees dealing with youth and juvenile justice issues. Performs other duties as assigned by Juvenile Court Judges. Performs other related job duties as assigned.

Requirements

  • Knowledge of JCATS, GCIC, Financial Advantage Systems, Personnel Action System (specialized computer programs used to complete job duties).
  • Knowledge of the federal and state laws.
  • Knowledge of management and supervisory skills.
  • Knowledge in grant writing, reporting, and budgeting.
  • Skill in problem solving and decision making.
  • Skill in oral and written communication.
  • Skill in the operation of a computer, use of specialized computer programs for completion of work.
  • Skill in organization and networking.
  • Ability to understand, interpret, and train others in the meaning and application of Georgia laws, rules, and regulations and procedures necessary to perform duties.
  • Ability to answer questions and resolve problems, usually associated with the local court systems.
  • Bachelor's Degree in Criminal Justice, Business Administration, Public Administration or related field is required.
  • Experience sufficient to thoroughly understand the work of subordinate positions and to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
