About The Position

The Judicial Division Administrator (working title Judicial Division Director) is responsible for the supervision of the Judicial Division Assistant Director and the operations of the respective division. Each of the divisions consists of approximately 600 employees, primarily certified probation/parole officers and associated support and supervisory staff. The position is responsible for statewide development, implementation, analysis and on-going evaluation of field operations and offender supervision. The position provides direction related to a wide variety of policies pertaining to offender supervision, officer safety, public safety, program services, special operations, and human resource management (e.g. disciplinary and employee relations). The position will assist in responding to inquiries from the governor’s office, general assembly staff, legislators, judges, the DAC secretary’s office, and management within the section. The position represents Community Supervision at various committee and counsel meetings. This is an overview and is not a complete list of all duties and responsibilities of the position.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and four years of experience in corrections, plus an additional three years of experience in corrections management; or an equivalent combination of education and experience.
  • Position is certified through the NC Dept. of Justice - Criminal Justice Standards Division; applicants must be eligible for certification.
  • Must be able to legally and safely operate a motor vehicle for job-related purposes, potentially for longer periods of time during both day and night hours and in adverse weather.

  • Knowledge of operational trends, using data and reports to anticipate and develop proactive responses.
  • Adept at public speaking, conducting meetings and presentations to effectively communicate the department's mission and goals.
  • Possess excellent written communication skills.

Responsibilities

  • Independently manages all aspects of operations of judicial districts within a judicial division.
  • Responsible for statewide development, implementation, analysis and on-going evaluation of field operations and offender supervision.
  • Provides direction related to a wide variety of policies pertaining to offender supervision, officer safety, public safety, program services, special operations, human resource management (e.g. recruitment oversight, employee investigations, disciplinary actions, employee relations).
  • Assists in responding to inquiries from the governor’s office, general assembly staff, legislators, judges, secretary’s office and management within the section.
  • Serves as a member of the Community Supervision leadership team and represents Community Supervision at various committee and council meetings.
  • Provides budgetary oversight and fiscal management for the division, reviewing and monitoring budgetary expenditures and providing input for budget adjustment requests.
  • Provides leadership, management and direction to senior level staff and input in the development and design of new and innovative programs.
  • Identifies areas of improvement and establishes methods to implement and measure efficient improvement strategies.
  • Reviews goals and work progress with management team and approves interim supervision/ action plans.
  • Reviews and approves non routine disciplinary actions to ensure management consistency.
  • Makes site visits to the judicial districts and field probation offices, and participates in stakeholder meetings to ensure the agency’s mission is being promoted and upheld.
  • Ensures proper balance of caseloads by strategically placing positions within the appropriate geographical location.
  • Reviews reports and internal audits and provides feedback to appropriate persons.
  • Reviews minutes from district office meetings and uses data to assist in identifying and executing required operational suggestions/changes.
  • Sets and reviews work standards when considering requests for policy modifications/exceptions related to interim supervision plans, SOPs, and local practices.
  • Collaborates with the Director of Administration in the areas of human resources, motor fleet management, fiscal control of assets, lease oversight, and budget matters related to the district.
