About The Position

The candidate will support CISA International in managing and improving Agency-wide international travel processes, international agreements tracking, records management, and related program activities. This position will provide hands-on support to CISA international travelers, maintain program repositories and information resources, analyze travel trends and program data, and develop reports and briefing materials for leadership. The Program Analyst will coordinate across CISA, DHS, and interagency stakeholders to ensure international travel and related activities are executed efficiently and in accordance with established requirements. The position requires a highly organized, customer-focused professional who can manage detailed processes while identifying opportunities for continuous improvement.

  • US Citizen
  • Bachelor's degree in Business Administration, International Affairs, Public Administration, Political Science, Management, or a related discipline, or an equivalent combination of education and relevant professional experience.
  • Professional experience in program analysis, program coordination, operations, international travel support, or comparable federal mission-support activities.
  • Demonstrated ability to manage detailed administrative or operational processes involving multiple stakeholders, requirements, and deadlines.
  • Strong professional writing and communication skills, including experience developing reports, briefings, memoranda, guidance, or similar business products.
  • Experience collecting, organizing, tracking, and analyzing program information or data.
  • Strong customer-service skills with the ability to explain processes and requirements clearly to users at varying organizational levels.
  • Proficiency with Microsoft Office applications, particularly Excel, PowerPoint, Word, and Outlook.
  • Ability to obtain and maintain DHS Public Trust suitability.

Nice To Haves

  • Prior experience supporting DHS, CISA, Department of State, DoD, or another federal agency.
  • Experience supporting federal international travel, official passport, visa, country-clearance, or related overseas travel processes.
  • Familiarity with U.S. Government international travel policies, procedures, documentation, or approval processes.
  • Experience developing or maintaining program trackers, repositories, dashboards, databases, portals, or other information-management tools.
  • Experience analyzing program or travel data and developing metrics, charts, graphics, reports, or executive-level briefing materials.
  • Experience with business-process improvement, workflow analysis, SOP development, or records-management improvement.
  • Experience providing training, information sessions, user guidance, FAQs, or other customer-support materials.
  • Experience coordinating across multiple federal offices, agencies, or other complex stakeholder organizations.

Responsibilities

  • Manage and support CISA's Agency-wide international travel process, ensuring travelers understand and complete applicable requirements.
  • Provide proactive, customer-focused guidance to CISA personnel navigating international travel procedures, systems, and documentation.
  • Develop and maintain repositories for tracking international arrangements, agreements, travel records, and related reporting requirements.
  • Draft, coordinate, clear, and process visa and official passport request letters, memoranda, and supporting documentation.
  • Collect, review, track, and distribute international trip reports to appropriate CISA officials.
  • Develop reports, briefings, statistics, graphics, and analyses identifying international travel trends, volume, destinations, and mission topics.
  • Maintain and update CISA International webpages, internal platforms, dashboards, FAQs, and other frequently referenced program information.
  • Conduct information sessions and develop guidance materials to educate CISA personnel on international travel processes and requirements.
  • Coordinate with CISA components, External Affairs, OCIO, and interagency partners to streamline international travel requirements, processes, and supporting tools.
  • Analyze existing travel, information management, and records management processes and recommend improvements to increase efficiency, usability, and effectiveness.
