Requirements

  • Comfortable supporting senior government officials and working across U.S. Government agencies and international partners.
  • Ability to manage multiple priorities, produce high-quality briefing and analytical materials under tight deadlines, and support both the substantive and logistical aspects of international engagements.
  • Flexibility to support international time zones and domestic and international travel as mission needs dictate.

  • Bachelor's Degree in International Relations, Political Science, National Security, Public Policy, International Affairs, or a related discipline, or an equivalent combination of education and relevant professional experience.
  • Professional experience supporting international affairs, foreign policy, national security, international engagement, or related federal government programs.
  • Demonstrated ability to research and analyze international, domestic policy, economic, or security developments and translate findings into actionable recommendations.
  • Strong professional writing and editing skills, including experience preparing briefing materials, talking points, issue papers, reports, memoranda, presentations, or similar executive-level products.
  • Experience coordinating meetings, engagements, projects, or activities involving multiple internal and external stakeholders.
  • Ability to manage multiple concurrent assignments, taskings, and deadlines in a fast-paced environment.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, proposals, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to question activities and issues in all functional areas and make sound business decisions based on that data.

Nice To Haves

  • Prior experience supporting DHS, CISA, Department of State, Department of Defense, or another U.S. Government national security or foreign affairs organization.
  • Experience working directly with foreign governments, U.S. Embassies, international organizations, or interagency partners.
  • Knowledge of cybersecurity, critical infrastructure security and resilience, emergency communications, or related homeland security issues.
  • Experience preparing briefing books, executive correspondence, talking points, readouts, SITREPs, decision memoranda, or issue papers for senior government officials.
  • Experience supporting bilateral or multilateral meetings, international travel, exercises, exchanges, training, or capacity-building activities.
  • Familiarity with federal government staffing, tasking, clearance, records management, and stakeholder engagement processes.
  • Regional, country, or international organization expertise relevant to U.S. national security or homeland security priorities.
  • Foreign language proficiency or sign language.

Responsibilities

  • Support CISA International leadership in advancing agency priorities through international engagement, interagency coordination, policy analysis, and stakeholder outreach.
  • Plan and support bilateral and multilateral engagements with foreign governments, U.S. agencies, international organizations, and private-sector partners, including senior-level meetings, travel, exercises, training, and cooperative initiatives.
  • Develop executive-level briefing materials, talking points, issue papers, reports, and recommendations while monitoring international policy, economic, and security developments to inform CISA strategy.
  • Coordinate engagement logistics, taskings, clearances, stakeholder records, and follow-up activities to ensure international initiatives are effectively executed and documented.
  • Support CISA International leadership in executing international engagement priorities aligned with CISA and DHS strategic objectives.
  • Plan, coordinate, and support bilateral and multilateral engagements with foreign governments, international organizations, and interagency partners.
  • Develop executive-level briefing materials, talking points, issue papers, decision memoranda, readouts, reports, presentations, and other engagement products.
  • Conduct research and analysis of international policy, security, economic, and geopolitical developments to identify emerging issues and inform engagement strategies.
  • Coordinate with the Department of State, DHS, other U.S. Government agencies, foreign governments, industry, academia, NGOs, and international organizations.
  • Plan and execute domestic and international travel and senior-level engagements, including schedules, logistics, security requirements, briefing preparation, and follow-up actions.
  • Support cooperative projects, capacity-building initiatives and exercises.
