About The Position

This position is awaiting contract award. We are seeking a highly specialized Journeyman Budget Analyst designated as Key Personnel to join our financial management team supporting the F/A-18 variants program at NAS Norfolk, VA. This pivotal role focuses heavily on the financial execution and management of Foreign Military Sales (FMS) business programs. You will serve as a critical asset ensuring that all budget formulations, case tracking, and execution metrics comply with naval policies and federal regulations to support international partner operations.

Requirements

  • Must possess or be able to obtain a Department of Defense (DoD) Secret Security Clearance to access the airfield and military installation.
  • Bachelor of Arts (BA) or Bachelor of Science (BS) degree from an accredited institution.
  • 3 to 10 years of progressive experience performing budget evaluation, financial analysis, and accounting report verification.
  • Exceptional analytical capabilities, heavy proficiency in spreadsheet data manipulation, and strong communication skills necessary to deliver concise program status reports to leadership.

Nice To Haves

  • 2+ years of direct experience within the Department of the Navy (DoN), including a robust understanding of DoN procurement policies and procedures.
  • Hands-on experience utilizing specialized Navy financial tools, including Navy ERP (NERP), DSAMS, and MISIL.
  • Demonstrated expertise in FMS financial policies, procedures, and case tracking.

Responsibilities

  • Review and evaluate complex budget estimates for precision, absolute completeness, and strict conformance with Department of the Navy (DoN) procurement policies, regulations, and the DoD Financial Management Regulation (FMR).
  • Manage financial aspects of FMS Case documents, developing and tracking complex obligation and expenditure phasing plans alongside cost estimates.
  • Analyze intricate budgeting and accounting reports to generate program status tracking and business program financial analyses.
  • Utilize specialized DoN financial automated accounting and budgeting systems to process, reconcile, and monitor program funding.
  • Leverage thorough working knowledge of the Federal Acquisition Regulation (FAR) and the Planning, Programming, Budgeting, and Execution (PPBE) process to align financial objectives with acquisition milestones.
