About The Position

The PRF POLE INFRASTRUCTURE ENTERPRISE Department of the POLE INFRASTRUCTURE ENTERPRISE Division at Hawaiian Electric Company has 1 Management vacancy available. This role provides engineering and technical leadership for the management of pole attachment and colocation assets. The position works closely with the Manager of Joint Use Infrastructure, PIE engineering admin, staff, and other divisions to ensure technically sound, compliant, and safe review and approval of attachment and colocation requests. It also coordinates engineering reviews and initiatives that support safe, reliable infrastructure utilization, including the development of technical tools, standards, and processes. The role serves as the internal technical point of contact for attachment requests, provides engineering status updates and requirements to external 3rd-Party utility infrastructure attachment customers.

Requirements

  • Bachelor’s degree in Engineering (Civil, Electrical, Structural, or closely related). Professional engineering experience in utility infrastructure may be considered in lieu of a degree
  • Thorough knowledge of the wireless and wireline third party attachment process.
  • Thorough knowledge of macro antenna colocation business model and process.
  • Thorough knowledge of the principles and practices of project management, program management, standards development and construction, telecommunication application processing methods.
  • Extensive knowledge of federal, state and local laws, FCC regulations and procedures as related to PIE activities.
  • Thorough knowledge of distribution poles; pertaining to utility space, communication space, 3rd party attachment requirements and standards, and pole loading calculations.
  • Thorough knowledge of HECO’s telecommunication and other infrastructure assets that are available for colocation.
  • Thorough knowledge of the 3rd Party attachment process and application and engineering data required to review and process an application and work through the attachment process for all three companies.
  • Good working knowledge of budgeting, forecasting and scheduling processes.
  • Working knowledge of personal computers and/or mainframe systems and related software applications (i.e., spreadsheets, word processing, database management, etc.)
  • Thorough knowledge of group dynamics and methods of action-oriented collaboration.
  • Thorough knowledge of LEAN continuous improvement principles and best practices to achieve operational excellence.
  • Thorough knowledge of SafeStart principles and best practices to achieve a safe workplace environment.
  • Thorough knowledge of Change Management and ADKAR principles.
  • Demonstrated communication skills including effective written, oral, listening, presentation and interpersonal skills, in order to work effectively with all levels of the company and with outside contractors, consultants, governmental agencies, community groups and customers.
  • Strong analytical, organizational and conceptual skills to manage simultaneously a variety of projects, programs and assignments.
  • Demonstrated ability to exercise sound engineering judgment in evaluating complex attachment and infrastructure issues.
  • Ability to communicate technical and engineering requirements clearly to non‑engineering stakeholders, including external carriers.

Able to communicate and work remotely with staff, 3rd Party Attachment supervisors and aides and other divisions as needed. Ability to work collaboratively as a member of a team.

  • Must have or be able to qualify for a State of Hawaii driver’s license. Must meet the standards for frequent or required driving positions stated in the Hiring Standards for Required Driving Positions policy. These standards may be adjusted periodically to meet business and safety objectives.

  • Multiple years (5 years) in electric utility experience.

  • Several years (3-5 years) experience in contract and contractor management.

Responsibilities

  • Collaborates with internal Departments and consultants to identify assets (existing and/or new) that are available to leverage for colocation of, but not limited to, small cells, wireline, macro sites, and fiber to generate revenue and the development of a digital Hawaii.
  • Works with Pole Infrastructure Enterprise Administration, Engineering (T&D and Structural), Telecommunications, Environmental, Construction & Maintenance, Permitting, Substation, Land, Community Relations, Finance, Security and Safety to coordinate and support engineering evaluation of attachment applications.
  • Meets regularly to provide support and guidance to ensure FCC, regulatory, and contractual compliance. Ensures attachment applications include complete and technically accurate engineering data sufficient for review and approval. Engages with 3rd Party Carriers on status updates and application progress. Manages the data systems used for customer data, file transfers, electronic files, and work management. Tracks data and progress with various tools but not limited to spreadsheets, databases, customer information systems, geospatial systems, and web-based applications. Creates metrics and reports to track and monitor progress.
  • Supports development of technical documents, engineering guidelines, standards, forms, and applications to support attachment reviews and ensure consistency with utility, FCC, and safety requirements. Conducts technical research and analysis to improve engineering processes and review efficiency.
  • Leads engineering-related change initiatives including technical project coordination and management. Serves as PIE representative on projects requiring engineering expertise related to joint use infrastructure, pole loading, attachment design, and constructability. Serves as PIE representative on projects with Enterprise Operations. Works with Purchasing to procure services and resources as needed. Manages projects with external consultants including onboarding, coordination of contractor safety orientation, background check and badging. Conducts project oversight, monitoring of milestones and tracks achievement. Creates and develops processes and tools for both internal and external customers to facilitate attachment requests. Works with internal teams and external 3rd Party Carriers to integrate new processes and programs to ensure success.
  • Provides engineering support on unresolved violations and compliance issues, including technical evaluation of non-compliant attachments and safety concerns. Works with Manager of Joint Use Infrastructure and PIE Leadership team on solutions to resolve 3rd Party Carriers non-compliance and unauthorized attachments.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
