About The Position

The Department of Youth Services (DYS) is the juvenile justice agency for the Commonwealth of Massachusetts, serving young people aged 7-21 who are detained or committed. DYS provides detention, custody, diagnosis, education, and support, with a focus on adolescent-focused rehabilitation in residential treatment to improve life outcomes for youth and enhance community safety. The Juvenile Justice Enterprise Management System (JJEMS) is a critical client information system used by all DYS state and provider staff to manage demographic, clinical, educational, and other data in real time. JJEMS also offers reporting capabilities to inform service delivery and strategic decision-making.

Requirements

  • Must be able to work independently, prioritize multiple tasks, and communicate effectively with a broad set of stakeholders.
  • Must have reliable transportation.
  • Minimum Age Requirement: 21 years.
  • Must be flexible.
  • At least five years of full-time, or equivalent part-time, professional, administrative, supervisory or managerial experience in business administration, business management, public administration, financial management, or professional experience in a particular specialty.
  • Of the five years of experience, three years must have been in a supervisory or managerial capacity.
  • Incumbents may be required to have a current and valid motor vehicle driver's license at a class level specific to assignment.
  • A Bachelor's or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for one year of the required experience.
  • A Graduate or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for two years of the required experience.

Responsibilities

  • Serve as the JJEMS subject matter expert for the DYS Central Region.
  • Provide technical guidance, support, and training to DYS programs and service providers in the Central region.
  • Collaborate with JRAs from other DYS regions to develop consistent practices and quality assurance efforts.
  • Report to the DYS Senior Director of Systems Operations.
  • Provide resources and support to regional leadership and program staff.
  • Coordinate with central office subject matter experts on JJEMS projects, participating in needs assessment and system requirements processes.
  • Ensure accuracy of application and systems documentation.
  • Analyze systems issues.
  • Motivate and train staff on system enhancements and reporting requirements.
  • Analyze difficult situations and implement corrective actions.
  • Establish rapport with people from diverse ethnic, cultural, and economic backgrounds.
  • Manage all aspects of JJEMS in the Central Region.
  • Collaborate with EHS IT staff in testing and implementing new applications, modules, upgrades, and reports.
  • Manage JJEMS projects, including establishing priorities, objectives, and goals to meet deadlines.
  • Provide in-person and/or remote support for DYS staff on enterprise management systems.
  • Work under time constraints to meet unanticipated demands.
  • Develop effective working relationships for information sharing and collaborative problem-solving.
  • Participate in staff meetings and training sessions.
  • Follow up and complete all assigned tasks.
  • Monitor user access and security for all applications.
  • Ensure data quality and enforce expectations with staff to align with DYS policy.
  • Perform other related duties as assigned.
