About The Position

The Department of Developmental Services (DDS) is seeking a dynamic, innovative leader to serve as our Regional Operations Manager (ROM) for the Central West Region. In this pivotal role, you will be the operational backbone of a region managing a one-billion-dollar annual budget, ensuring our agency continues to provide genuine, community-based opportunities for individuals with intellectual disabilities. We are looking for a hands-on executive who embraces our mission and combines sound financial acumen with exceptional leadership and meticulous organizational skills to drive excellence across our administrative and budgetary systems. As the ROM, you will spearhead the regional operational strategy, ensuring that both State Operated Services and community-based programs have the resources they need to thrive.

Requirements

  • MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or capacity or (C) any equivalent combination of the required experience and substitutions below.
  • Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Responsibilities

  • Financial Stewardship & Fiscal Integrity: Beyond standard reporting, you will be responsible for the end-to-end management of the regional budget. This includes identifying complex funding trends, navigating the intricacies of "Purchase of Service" (POS) contracts, and exercising fiduciary oversight to ensure all expenditures align with statutory mandates and agency policy. In particular, you will support the distribution of appropriated DDS regional funds to the area offices, align regional contract staff to support the area’s mission, advise on equity and fairness in area allocations all while ensuring budgets are managed and utilization and service delivery are maximized.
  • Operational, Personnel & Facility Management: You will serve as the strategic lead for all administrative infrastructure, including serving as the primary liaison for DCAMM and EOHHS facilities. You will ensure that regional offices and group homes remain compliant, fully equipped, and operational environments that support our mission. You will have primary responsibility for CW FTE and payroll management, and advise State Op Directors and the Regional Director on resources and challenges.
  • Systems Integration & Policy Alignment: You will act as the region's operational expert, staying at the forefront of regulatory directives and accreditation standards, particularly as they relate to program integrity and federal funds and benefits. You will lead the implementation of new policies and ensure that local practices are audited, reviewed, and optimized for maximum efficiency.
  • Statewide Influence: You will represent the Central West region in high-level statewide work groups, providing critical input on business practices, continuity of operations, and the rollout of major agency-wide implementations.   • Direct & Indirect Leadership: You will provide direct supervision and professional development for the Contracts, Business, Accounting and Maintenance teams. Furthermore, you will provide critical indirect oversight of H and Revenue Departments, ensuring cohesion across all support functions.

  • Conflict Resolution & Crisis Management: As a senior leader, you will be the point of escalation for complex operational and personnel issues. You will be expected to resolve deficits, address personnel-related hurdles, and respond to external data requests with both accuracy and professional agility.
