About The Position

Revolutional is seeking an experienced Java Development & CI/CD Subject Matter Expert to provide senior-level technical leadership, architectural guidance, and hands-on expertise supporting a federal government program. The SME serves as a technical authority in Java application development, CI/CD, and DevSecOps practices. The role assesses existing development environments, identifies modernization and automation opportunities, and guides engineering teams in implementing secure, scalable, and reliable software delivery solutions.

The position calls for extensive Java development experience and deep knowledge of CI/CD pipeline architecture and automation, along with the ability to solve complex technical challenges across enterprise application environments. The SME works independently, advises government stakeholders, and collaborates directly with development teams to improve software quality, deployment efficiency, and mission delivery.

The position is remote and full-time, with a stated salary range of $150,000–$180,000, depending on experience. U.S. citizenship is required, and the candidate must be able to obtain and maintain a Public Trust clearance. A bachelor's degree in a related technical field and at least 10 years of relevant professional experience are required.

Requirements

• 10 or more years of professional experience in software engineering, application development, DevOps, or related technical disciplines.
• Extensive hands-on experience developing and supporting enterprise applications using Java.
• Demonstrated expertise designing, implementing, maintaining, and optimizing CI/CD pipelines in enterprise software development environments.
• Strong understanding of Java application architecture, object-oriented programming, software design principles, and application performance optimization.
• Experience with Java development frameworks such as Spring, Spring Boot, or similar enterprise frameworks.
• Experience with CI/CD and build automation technologies such as Jenkins, GitLab CI/CD, GitHub Actions, Azure DevOps, Maven, or Gradle.
• Strong understanding of DevSecOps principles, secure software development practices, automated testing, and vulnerability management.
• Experience with source code management and version control systems, particularly Git.
• Demonstrated ability to troubleshoot complex application, integration, build, and deployment issues.
• Experience working in Agile development environments involving multiple development teams and cross-functional stakeholders.
• Ability to conduct technical assessments, develop implementation recommendations, and produce detailed technical documentation and executive-level deliverables.
• Strong analytical, problem-solving, and communication skills, including the ability to explain complex technical concepts to technical and nontechnical stakeholders.
• Ability to work independently, provide technical leadership, and deliver high-quality solutions with minimal oversight.

Responsibilities

• Serve as the technical authority for Java application development, CI/CD architecture, build automation, and secure software delivery.
• Provide expert guidance on Java application architecture, development standards, code quality, performance optimization, and enterprise application modernization.
• Design, evaluate, implement, and optimize CI/CD pipelines for automated builds, testing, security scanning, integration, and application deployment.
• Assess Java applications, development frameworks, and delivery pipelines to identify technical gaps, performance bottlenecks, security vulnerabilities, and improvement opportunities.
• Establish and promote engineering best practices for Java development, automated testing, version control, dependency management, and release management.
• Support integration of security controls and automated vulnerability scanning throughout the software development lifecycle using DevSecOps methodologies.
• Troubleshoot and resolve complex application development, build, integration, and deployment issues across multiple environments.
• Provide technical guidance to Agile development teams and support consistent engineering practices and continuous improvement across multiple Scrum teams.
• Collaborate with developers, DevOps engineers, architects, cybersecurity professionals, and government stakeholders to align technical solutions with program objectives.
• Lead technical assessments, root cause analyses, and specialized tiger teams to resolve critical software development and delivery challenges.
• Develop technical studies, white papers, architecture recommendations, and implementation plans describing improvements, solutions, and estimated levels of effort.
• Evaluate emerging Java technologies, automation frameworks, and CI/CD capabilities and recommend improvements to application performance, security, and delivery efficiency.
• Review technical deliverables, architecture designs, development practices, and pipeline configurations for quality, accuracy, and compliance with established standards.
• Present technical findings, risks, recommendations, and implementation strategies to government stakeholders and program leadership.
