About The Position

The State of Texas Health and Human Services Commission (HHSC) is seeking a Java Developer (Programmer IV). This role supports critical applications within HHSC in an Agile (Scrum) environment. The position reports to the Manager of Manager of Application Development in Health and Human Services Commission Information Technology (HHSC IT). This position works under minimal supervision, with a high degree of creativity and latitude in supporting cross agency business processes with all HHS agencies, performs analysis and development of complex business needs, provides deliverables related to the daily operations maintenance, designs and implements applications with continuous integration, and continuous delivery processes and procedures from Dev environment to production. Must be willing to work from an HHS office designated by the hiring manager 3, or more, days per week located in Austin, TX.

Requirements

  • Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. Appropriate experience including experience in Object Oriented Programming (OOP) in Java programming language (Core Java, JDBC, Spring Boot, Angular, or React), as well as applications development on J2EE platform, may be substituted for the required education on a year-for-year basis up to four years.
  • Required minimum of 5 (five) years of experience in Object Oriented Programming (OOP) in Java programming language (Core Java, JDBC, Spring Boot, Angular, or React).
  • Required minimum of 5 (five) years of experience in designing enterprise applications and services.
  • Required minimum of 5 (five) years of experience in leading enterprise Java development teams.
  • Required minimum of 5 (five) years of experience in applications development on J2EE platform.
  • Required minimum of 5 (five) years of experience with microservices architecture and RESTful API development.
  • Required minimum of 5 (five) years of experience in working on Spring Aspect Oriented Programming like transaction management and security.
  • Required minimum of 5 (five) years of experience in writing SQL including SQL and NoSQL databases.
  • Required minimum of 5 (five) years of experience with React or Angular UI Framework.
  • Required minimum of 2 (two) years of experience with PowerBI.
  • Required minimum of 2 (two) years with continuous integration and continuous deployment (CI/CD) pipelines using tools like Jenkins, GitLab/GitHub Actions.
  • Required minimum of 3 (three) with in software development using Agile methodology (Scrum).
  • Required minimum of 2 (two) with Crystal Reports.

Nice To Haves

  • Preferred experience with JUnit and Unit Test development.
  • Preferred experience with testing frameworks such as JUnit, Mockito, and Selenium.
  • Preferred experience with containerization technologies like Docker and orchestration tools like Kubernetes.
  • Preferred experience with continuous integration and continuous deployment (CI/CD) pipelines using tools like Jenkins, GitLab/GitHub Actions.

Responsibilities

  • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
  • Oversees the overall development of applications including system design, planning, production and customer support for software systems and solutions, existing production & development for new applications used both statewide and interagency. Drives design, delivery and integration for interfaces, system connectivity and batch processes for existing applications. (30%)
  • Coordinates daily development activities including coding, testing, and debugging of programs that are in development or requiring support for issue resolution/performance or enhancement. Implements standards and procedures with coordinating the activities of programming staff. Coordinates staff, tasks, and schedules to develop, modify, customer software applications. (30%)
  • Provides technical direction and guidance to technical staff in matters related to analysis and programming activities. Supports the development of business processes through analysis and design for interfaces with various external agencies and service providers. Implements specialized programs to support applications and defines the test processes to validate performance as well as stability. (20%)
  • Coordinates with staff to develop and implement project plans that include schedules, staff assignments, analysis tasks and programming activities that include requirements gathering, gap analysis, design and delivery. Will assist and coordinate with development staff to ensure adherence to standards and procedures for the implementation of business policies, procedures, and standards. (10%)
