About The Position

Rusk County is seeking applicants for a dispatcher/jailer position. The Dispatcher is responsible for central dispatching of all emergency services (police, fire, ambulance, human services) for the county and surrounding areas. This role requires functioning in high-stress situations, following procedures, operating computer and radio equipment, and maintaining records. The Dispatcher needs knowledge of medical, fire, and law enforcement practices to guide citizens through emergencies. The Jailer maintains the safe and secure operations of the Rusk County jail, including the custody and correctional treatment of inmates. This involves knowledge of booking procedures, segregation requirements, facility security, inmate health and welfare, and promoting good public relations. Additional duties may include program facilitation, activities coordination, and electronic monitoring for Huber and in-home detention. The jailer also enforces laws and prevents crimes.

Requirements

High school diploma or G.E.D. equivalent.
Ability to understand and follow directions to comply with County, State, and Federal regulations.
Basic reading and arithmetic abilities for maintaining ledgers and account books.
Ability to operate office, computer, and radio equipment efficiently.
Ability to refer the public to appropriate agencies.
Ability to maintain a calm and clear mind in emergency and high-stress situations.
Ability to communicate courteously and professionally with the public, other agencies, and fellow officers.
Working knowledge of County and State criminal laws.
Adherence to high standards of personal conduct on and off the job.
Ability for alertness, keen mental and physical efforts.
Awareness of group or individual tensions, unpredictable behavior, and signs of trouble.
Proficiency in the use of restraint methods, equipment, emergency measures, and self-defense techniques.
Ability to maintain position in hostile or life-threatening situations.
Sound judgment in making instantaneous decisions affecting life, well-being, civil liberties, and property.
Keep abreast of institution procedures and be familiar with the physical layout of the institution.
Identify narcotics and narcotic paraphernalia.
Multi-task with radio equipment, computer, intercoms, and other electronic security equipment.
Knowledge of essential building and jail mechanisms relating to utilities, locks, and radio/telephone equipment.
Ability to perform cell checks and monitor the jail (50% or more of the shift).
Ability to bend/twist to operate machines and move objects (25% of the shift).
Ability to talk, hear, and use far and near vision to monitor activities, provide services, and transmit/receive information (75% of the shift).
Ability to exert low levels of pushing/pulling and generally moving/transporting/handling objects or equipment (10% of the shift).
Ability to work inside subject to atmospheric fluctuations due to poor ventilation, dust, and odors (75% or more of the shift).
Ability to work subject to threat of physical attack from inmates and upset individuals (50% of the shift for Jailer, 67% for Dispatcher).

Nice To Haves

Minimum of 60 college credits (waived, not required for Dispatcher).
LESB Jailer certification.
TIME I & II certification.
Maintain appropriate 24-hour annual recertification requirements.
Jailers will be deputized by the Rusk County Sheriff after hire.

Responsibilities

Receive and/or initiate Police, Fire Department, and EMS telephone, radio, and teletype communications and dispatch requests for services.
Prepare, maintain, and update computer information on departmental complaints, Computer Assisted Dispatching, and requests for assistance.
Use computer to acquire DOT information and criminal histories for law enforcement agencies.
Implement County and Village weather warning watch programs and the City Emergency Warning System.
Provide counter service to citizens, including information, forms, collecting bonds, fines, and maintaining transaction records.
Maintain knowledge of essential building and jail mechanisms (utilities, locks, radio/telephone equipment).
Obey all policies, procedures, rules, orders, and directives pertaining to the jail/dispatch division.
Perform duties to ensure proper maintenance of the jail in accordance with department and state policies.
Properly book inmates into the Rusk County jail, including receiving, searching, recording valuables, and identifying basic or medical needs.
Monitor inmates at irregular intervals to ensure their safety and protection, reporting any emergencies or special situations.
Maintain institution security through observation of inmate behavior, discipline, accountability of tools, and inmate counseling.
Motivate inmates to learn and adhere to jail procedures and behavior expectations.
Report actions of misconduct, abnormal behavior, or attitudes of prisoners to the Dispatch/Jail Sergeant or Administrator.
Prepare, maintain, and update records, files, and computer information on jail inmates and their status.
Receive and report prisoner grievances to the Dispatch/Jail Sergeant or Administrator.
Escort and/or transport inmates to and from activities within and outside the jail.
Safeguard prisoners' valuables.
Assist with inmate admission, classification, and release processes, preparing arrest records.
Monitor and direct inmate programs (recreation, visitation) and supervise inmate movement.
Provide and summon assistance for inmates while maintaining facility safety and security.
Process and record all incoming and outgoing inmate mail.
Supervise and observe all inmate visitation periods.
Provide health care for inmates through the jail nurse, serve meals, and maintain clean living quarters.
Dispense authorized medications and administer first aid and CPR.
Maintain financial records (cash accounts, bail, fines).
Complete necessary records and reports (criminal history, medical screening, medication delivery, inmate activity, fingerprints, photographs, visitor logs, incident reports).
Detect and prevent crimes and enforce laws as necessary.
Prepare written reports (incident reports, memos, accident/injury reports).
Search and observe inmates, visitors, vendors, and others to ensure security.
Inspect jail areas to ensure adherence to all jail policies and procedures (sanitation, security).
Supervise inmates in living quarters and instruct them in proper housekeeping and sanitation.
Supervise and instruct inmates in the proper use and care of tools and equipment, instilling good work and personal hygiene habits.
Maintain strict control over hazardous tools, locks, keys, or other items that could be used to affect an escape or cause injury.
Receive and supervise inmates' work details in the jail.
Perform other duties as required.
