About The Position

This position serves as the Title IV-E Program Manager, contributing to SSA’s mission by directing and overseeing the administrative, fiscal, and programmatic operations of Maryland’s Title IV-E program. This role leads staff and manages statewide initiatives across foster care, adoption, guardianship, and emerging prevention services to maximize federal funding, ensure statutory compliance, and align local service delivery with SSA strategic goals.

Requirements

• A Bachelor’s degree from an accredited college or university.
• Eight years of experience in administrative, professional or technical work, three years must have involved supervision of other employees or exercising responsibility for program development.
• One year of experience directly evaluating, processing, or auditing Title IV-E eligibility determinations across foster care, adoption, or guardianship programs.

Nice To Haves

• Two (2) years of professional experience interpreting federal Title IV-E regulations and Administration for Children and Families (ACF) directives to formulate the state plan, write policy manuals, or operationalize Family First Prevention Services Act (FFPSA) guidelines within a child welfare agency.
• Two (2) years of experience evaluating program metrics, financial data, or case files to maximize Federal Financial Participation (FFP) reimbursement streams or lead state/federal child welfare audit reviews (e.g., Title IV-E Primary Reviews).
• Two (2) years of experience delivering high-level technical assistance, operational guidance, or specialized training on child welfare funding and compliance to local departments of social services, external agency stakeholders, or executive leadership.

Responsibilities

• Direct statewide administration of Title IV-E programs (Foster Care, Adoption, Guardianship, and Prevention Services).
• Directly supervises unit staff (Administrator III, HSPPA, and HSS V/IVs) including work assignment, performance evaluations (PEP), and staff training.
• Formulate, interpret, and operationalize state and federal Title IV-E policies, procedures, and manuals.
• Serve as the primary liaison for federal audits, Title IV-E Primary Reviews, and state fiscal evaluations.
• Collaborates with the Central Office of Budget & Finance (OBF) and IT teams to streamline system enhancements in CJAMS/MD THINK.
