About The Position

The IT Supervisor performs first-line supervisory work in information technology within the unit, including system and application introduction, operation, coordination, and integration. The incumbent oversees the effectiveness of assigned IT staff within the court unit for IT support. The IT Supervisor primarily works with the Director of IT and the Assistant Director of IT to ensure compliance with appropriate guidelines, policies, and internal controls. This role will support mission-critical systems, provide exceptional customer service, and oversee IT support. Work is performed in an office setting and requires professional attire. This is not a remote position. The role will require lifting and moving computer technical equipment and traveling. System reliability is critical, and failures significantly impact court operations.

Requirements

• Thorough knowledge of the theories, principles, practices, and techniques of computer hardware and software, office administration, courtroom technology, and telecommunications.
• Ability to analyze, evaluate, and determine the technology needs of the court, as well as plan to implement systems that meet those needs.
• At least five years of Information Technology experience, including three years of federal court experience, is required.
• Strong interpersonal skills, including written and oral communication with diplomacy, are essential.
• Demonstrate a broad working knowledge of theories, principles, practices, and techniques of computer hardware and software, mobile devices, data communications, and technical troubleshooting techniques.
• Display experience in analyzing, evaluating, and determining IT needs, and planning implementation to meet those needs.
• Exhibit skill in training non-IT personnel in techniques and processes.
• Apply knowledge of applicable programming languages, databases, application design, computer systems, and networks.
• Exhibit skill in determining the root causes of operating errors and generating or adapting programs, equipment, and technology to serve user needs.
• Display skill in operating computer programs for various purposes, including writing program documentation.
• Demonstrate the ability to quality check and improve the efficiency and effectiveness of IT systems and applications.
• Demonstrate skill in using information technology equipment, including word processing and spreadsheet applications, requisite court computer applications, case management systems, financial records management platforms, human resources, and related databases and applications.

Responsibilities

• Supervise employees involved in information technology activities, including assigning and reviewing work, evaluating performance, providing regular feedback to direct reports, and taking corrective actions.
• Develop and conduct employee performance evaluations.
• Assist in developing work standards.
• Supervise, delegate, and prioritize workload.
• Implement staff procedures and regularly conduct staff meetings.
• Identify issues and resolve disputes.
• Maintain documentation, statistics, and employee records.
• Train staff on policies, procedures, and internal controls.
• Make recommendations to the IT Director regarding employee appointments, promotions, and separations.
• Assist in developing short-term and long-range information technology improvement plans for the court unit, ensuring that changes can be implemented with minimal disruption at the court site.
• Supervise the execution of implementation plans for major information technology systems.
• Work with the IT Director to adapt software and documentation; perform testing; establish operating procedures; and work with the IT Director to establish IT initiative training programs.
• Work with the IT Management and IT Project Coordinator to plan the staff time necessary to complete project objectives.
• Work with the IT Project Coordinator to coordinate technical resources, stakeholders, and project objectives.
• Ensure that projects are moving on schedule and that IT staff manage project phases appropriately.
• Advise IT Director in all areas of information technology needs, objectives, and capabilities, including anticipation of future requirements and problems.
• Contribute information to IT Director on the necessity and justification for information technology equipment, upgrades, and everyday operations.
• Make recommendations for expenditures for information technology operations.
• Advise the IT Director on emerging IT needs to support short- and long-range technical planning.
• Develop and maintain IT management reports for different elements of the court unit as needed.
• Ensure the accuracy of the Court's IT inventory management database, adhere to property management guidelines, and work with IT staff to conduct routine property management procedures.
• Abide by the Code of Conduct for Judicial Employees and court confidentiality requirements.
• Demonstrate sound ethics and good judgment at all times.
• Communicate professionally and effectively (orally and in writing) to individuals and groups to provide information, translating and documenting technical terms into non-technical language.
• Interact effectively and appropriately with others, provide customer service, and resolve difficulties while complying with regulations, rules, and procedures.
• Foster effective and collaborative internal and external working relationships.
• Apply knowledge of supervisory and employee management principles.
• Display performance management skills by assessing and documenting employees' performance with established goals and objectives during a specific rating period.
• Display an understanding of applicable employee rights, protections, and avenues of appeal.

• Display skill in leading employees in implementing new ideas and better work procedures, including process redesign and evaluating and implementing potential process improvements.

• Starting salary adjustments prioritize prior federal service, with some recognition of relevant work experience and prior salary history.
• Applicants with prior federal court experience may be eligible for a starting salary above the minimum.
