About The Position

The N.C. Department of Information Technology (NCDIT) serves as the Technology Center for the State of NC. Services that NCDIT provides reach a client base of state and local government agencies, as well as schools, colleges and universities. NCDIT’s mission is to enable trusted business-driven solutions that meet the needs of North Carolinians. NCDIT provides technology services to state agencies and is charged with closing the digital divide by expanding availability of broadband services and promoting the adoption of affordable, high-speed internet. Salary Range: $70,528 - $105,793 Are you ready to take the next step in your career? We currently have an opening for an IT Strategic Sourcing Specialist I! This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work. This vacancy is open to current North Carolina state government and current UNC System employees only or previous NC state government and UNC System employees with unexpired RIF priority re-employment rights. Current temporary employees working in NC state government or in the UNC System will also be considered. The IT Strategic Sourcing Specialist I works within the State IT Procurement Office, which oversees all information technology purchasing and contract services statewide. This role provides guidance and oversight for the creation, evaluation, negotiation, and award of complex IT procurements. The position makes informed recommendations regarding contract awards based on a thorough evaluation of submitted offers. Responsibilities also include resolving contract issues, interpreting laws and policies for agency personnel and vendors, conducting market research to ensure proper application of IT procurement procedures and legislation, and staying current on technology trends, supply sources, costs, and quality standards. The Specialist interprets and applies established rules and regulations and effectively communicates these requirements to departments and vendors.

Requirements

  • Bachelor's degree in business or related area from an appropriately accredited institution and three years of progressively responsible experience in the area of procurement specifically related to strategic sourcing, including experience with vendor management, solicitation, evaluation, and negotiation of contracts,
  • Associate degree in business or related area from an appropriately accredited institution and five years of progressively responsible experience in the area of procurement specifically related to strategic sourcing, including experience with vendor management, solicitation, evaluation, and negotiation of contracts; or an equivalent combination of education and experience.

Responsibilities

  • Provide procurement oversight to agencies for major and specialized IT purchases and contract activities.
  • Review, edit, and recommend improvements to RFPs, as well as IFBs, RFQs, and amendments.
  • Facilitate negotiations with vendors on complex IT procurements.
  • Oversee evaluation processes and develop award recommendations.
  • Interpret relevant laws, rules, and policies for agency personnel, contractors, and vendors.
  • Conduct market research to remain informed about changes in technology and procurement trends.
  • Build and maintain strategic working relationships across agencies, vendors, contractors, and external organizations.
