About The Position

The Division of Administration/Office of Technology Services has a vacancy. This job title has an assigned pay grade of TS-319. This position is located in the Data Center Operations Section. Req. 226623 The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering skilled and professional staff. The Director is the principal of all database systems for the Office of Technology Services (OTS) – Data Center Operations. The incumbent of this position directs the activities of multiple database administration groups that support databases for OTS customers using varied database management systems including SQL Server, Oracle, MySQL, DB2\LUW, PostgreSQL, and other database systems as required. The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: Overseeing the state’s capital construction program Working to provide state and federal grants for community development Development of the state budget Providing technology services Giving agencies guidance in the state purchasing and contracting process as they seek goods and services Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Requirements

  • Seven years of experience in information technology or administrative services
  • Six years of full-time work experience in any field plus five years of experience in information technology or administrative services
  • An associate's degree in information technology plus five years of experience in information technology or administrative services
  • A bachelor’s degree plus five years of experience in information technology or administrative services
  • A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services
  • A master’s degree plus four years of experience in information technology or administrative services
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
  • A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Responsibilities

  • Directs the work of subordinate managers for all open systems database administration groups within the OTS Data Center Operations section and their units. Subordinate teams are responsible for maintaining databases offered through OTS lines of service.
  • Directs the planning and/or technical services provided to OTS customers for database administration and software, evaluating current and new configurations for cost effectiveness and applicability to the State's existing and future needs.
  • Coordinates and plans the installation and maintenance of various database systems, including, but not limited to, SQL Server, Oracle, nDB2/LUW, and miscellaneous legacy agency databases, and all associated database tools.
  • Directs and coordinates database problem resolution. Keeps customers informed of corrective action being taken.
  • Conducts staff meetings with staff and other Data Center Operations personnel to discuss operational issues, organization, budgetary matters, personnel matters, technical problems, and the status of programs and projects.
  • Recommends promotions, hiring and any necessary disciplinary action.
  • Plans and coordinates the orientation, training, and education of employees.
  • Directs the procurement process for database products and support. Negotiates maintenance and vendor contracts for products and services as well as monitors performance and obligations of said vendors and contracts.
  • Reviews and assists in the drafting of IT related service contracts.
  • Performs financial and performance analyses on database products and services and makes recommendations accordingly.
  • Supervises the preparation of specifications and evaluation criteria for bids for computer software, hardware, and contractor services. participates in vendor selection meetings and conferences.
  • Directs budget, cost allocation, rate development, and financial review of database services and lines of service. Reviews related revenue and expenditures reports regularly to ensure rates and methodologies remain viable.
  • Directs reporting of federal/state/internal audit information.
  • Directs and oversees the disaster recovery plan for all open systems databases supported by the Office of Technology Services. Identifies areas to be covered by the plan and reviews changes in environment, technology, and procedures for inclusion in the plan.
  • Works with disaster recovery team to ensure effective implementation of the plan. Coordinates and develops recovery test plans and recovery objectives with staff, and disaster recovery vendor (where appropriate). Schedules post-test meetings to review results of test and identify changes needed to the procedures or contract.
  • Directs efforts to consolidate all open systems database environments within the scope of the State IT consolidation effort.
  • Establishes and reviews plans for IT services required by state agencies. Reviews user requirements and prepares recommendations identifying the platform and service that would best suit the needs of the agency.
  • Evaluates user requests in terms of cost, time, and feasibility or redundancy. Ensures the compatibility of database systems and services.
  • Sets goals, schedules, and oversees the implementation of these plans.
  • Writes, implements, and monitors policies and procedures for all database support functions, and establishes standards for quality assurance.
  • Negotiates service level agreements with customers and creates / maintains methodologies for ensuring performance compliant with agreements.
