About The Position

The Division of Administration/Office of Technology Services has a vacancy for an IT Statewide Applications Engineer. This position is located in Production Support Services. The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including overseeing the state’s capital construction program, working to provide state and federal grants for community development, development of the state budget, providing technology services, giving agencies guidance in the state purchasing and contracting process, and administering a program that provides federal funds to help Louisiana residents recover from devastating hurricanes.

Requirements

  • Seven years of experience in information technology; OR Six years of full-time work experience in any field plus five years of experience in information technology; OR An associate's degree in information technology plus five years of experience in information technology; OR A bachelor’s degree plus five years of experience in information technology; OR A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology; OR A master’s degree plus four years of experience in information technology.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
  • A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Responsibilities

  • Leads the expert-level design and development of statewide applications and automation frameworks that support Document Engineering, Document Delivery, and Document Management functions.
  • Establishes technical direction for complex, high volume document and workflow systems and leads architectural decision making within the bounds of assigned program areas.
  • Evaluates major enhancements, integration approaches, and system designs for statewide impact, operational feasibility, and compliance with established engineering standards.
  • Exercises final technical authority over development approaches within the assigned program area.
  • Leads and manages the statewide development team responsible for document-related systems by assigning work, setting priorities, reviewing deliverables, and evaluating performance.
  • Provides expert technical guidance to Senior Developers and other technical staff and resolves escalated design, implementation, and production issues.
  • Ensures consistent application of statewide standards for security, data integrity, documentation, testing, and change control across all development activity.
  • Leads analysis and resolution of the most complex application, data, and workflow failures affecting statewide document operations.
  • Directs incident response for critical system disruptions, oversees root cause analysis, and engineers corrective actions that restore service and preserve auditability and regulatory compliance.
  • Approves test strategies for major system changes and ensures readiness for statewide production deployment.
  • Leads evaluation of emerging development methods, automation techniques, and architectural patterns relevant to statewide document systems.
  • Guides continuous improvement of engineering practices, strengthens team capability, and ensures technical readiness to support evolving statewide requirements within the assigned program scope.
  • Performs other tasks, projects, analyses, studies, and assignments as required.
