About The Position

This is a contract-to-hire role for the State of Arizona - AZDES - DTS, specifically for current Arizona residents. The position requires the candidate to be eligible to convert to an FTE, and the State is unable to sponsor any visas. The role involves overseeing the agency’s software and SaaS portfolio to ensure cost-efficiency, compliance, and optimized license utilization. The analyst will lead end-to-end software acquisitions, renewals, license optimization initiatives, and vendor negotiations. Collaboration with IT, Legal, Finance, and InfoSec is crucial to align with security, financial, and operational requirements. The role also includes managing software vendor relationships, contract terms, renewals, and performance expectations, as well as ensuring seamless SaaS operations through proactive contract management, lifecycle oversight, and risk mitigation. The Procurement Analyst will ensure IT products and services are procured in the best interest of the state, supporting agency-wide technology needs. This includes leading procurement activities for IT goods and services such as Software, SaaS, Hardware, Cloud Infrastructure, Telecommunications, Advisory Services, Managed Services, and emerging technologies. The analyst will evaluate IT vendors and contracts through RFQs, RFPs, RFIs, and other competitive solicitation methods, and conduct project-based research, vendor analysis, cost assessments, and service evaluations to develop informed supplier recommendations. Support will be provided to business units in assessing goods and services, offering negotiation support and procurement guidance. The role involves managing financial and procurement functions related to IT acquisitions under general supervision, operating independently on difficult procurements. Advanced knowledge of IT products, statewide procurement rules, financial principles, and contract structures will be applied to procure new and existing IT solutions. The analyst will influence stakeholders by explaining procurement policies, requirements, and best practices.

Requirements

Minimum 3 years of Experience IT software Procurement
Must be eligible to convert to an FTE.
Must be a current Arizona resident.
Must be W2 eligible (no C2C).

Responsibilities

Oversee the agency’s software and SaaS portfolio, ensuring cost-efficiency, compliance, and optimized license utilization.
Lead end-to-end software acquisitions, renewals, license optimization initiatives, and vendor negotiations.
Collaborate closely with IT, Legal, Finance, and InfoSec to ensure alignment with security, financial, and operational requirements.

Conduct project-based research, vendor analysis, cost assessments, and service evaluations to develop informed supplier recommendations.
Support business units in assessing goods and services, providing negotiation support and procurement guidance.
Manage financial and procurement functions related to IT acquisitions under general supervision, operating independently on difficult (but not typically complex) procurements.
Apply advanced knowledge of IT products, statewide procurement rules, financial principles, and contract structures to procure new and existing IT solutions.
Influence stakeholders by explaining procurement policies, requirements, and best practices.
