About The Position

Provide executive leadership to the Information Technology Branch and related statewide programs. Establish the department’s data and technology strategy, providing direction and leadership to the department. Manages the Branch leadership team and oversees all technology project/work initiatives. Oversees the continued operation of IT systems.

Requirements

  • Bachelor’s Degree in Business Administration, Public Administration, Computer Information Systems, Computer Science, Data Science, or closely related field.
  • 9+ years of related professional work experience required.
  • 5+ years of supervisory work experience required.
  • Must maintain a valid, current driver's license.
  • Coordinate administrative and management activities to achieve Branch and Department goals.
  • Give overall guidance and direction to branch management team and staff to assure their programs are properly carried out in achieving an efficient and productive operation.
  • Evaluate and analyze Branch programs and develop improvements.
  • Knowledge of strategic planning and strategy execution.
  • Knowledge of project planning, project management, and project execution.
  • Make administrative and supervisory decisions in a wide range of management areas including budgeting, personnel and procurement matters.
  • Ability to develop new insights into situations and apply innovative solutions that make improvements.
  • Ability to keep focused on understanding, anticipating and responding to the needs of customers.
  • Ability to administer financial resources in a manner which instills public trust and accomplishes the Departmennt's mission.

Nice To Haves

  • Project Management Professional (PMP), Project Management Institute – Agile Certified Practitioner (PMI-ACP), and ITIL Practitioner certifications are desired.
  • Master’s Degree in comparable field is preferred.

Responsibilities

  • Provide leadership and supervision for Information Technology Branch to develop, implement and manage effective and efficient systems and operations to meet current and future statewide information processing needs of the Department. Establish IT goals and objectives, and oversees the delivery of the related outcomes.
  • Provide primary vision and direction for all IT areas of the Department including application development (web and mobile), data management, data analytics/reporting, Enterprise GIS management, desktop computing, mobile computing, IT service desk, IT field support, communications (radio, video conference, instant message, audiovisual, phones, cellular devices (phones, game cameras, etc.), email, etc.), data center (servers, storage, facility, etc.), network, and IT Security.
  • Communicate and collaborate with internal and external customers, vendors, partners, co-workers, etc., through multiple oral and written formats.
  • Oversee implementation of Department technology-related policies and procedures.
  • Provide customer support services and ensure technology service levels are maintained.
  • Oversee procurement and licensing of all computer hardware, software, and technology services.
  • Lead identification of opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house development.
  • Oversee development and tracking of the IT annual budget, providing direction and guidance on operational and capital expenditures.
  • Recruit and select, lead, manage, monitor performance, recognize achievements, and provide appropriate disciplinary actions for staff.
  • Foster innovation, prioritizing IT initiatives, and developing IT project/program plans.
  • Participates in strategic and operational governance processes of the Department as a member of the Senior Leadership team, Expanded Leadership team, Goal team, and MDC Business & Operations Leadership Team.
  • Prepare and present recommendations for Commission Actions.
  • Serve on Department strategic initiative teams and working groups.
  • Serve on State of Missouri committees related to technology.
  • Oversee the review of proposed legislation related to technology and provide fiscal note analysis and recommendations to Department leadership.
  • Review public and Department requests for information about programs and coordinates replies.
  • Provide guidance and direction to the development and operation of the IT disaster recovery and business continuity site and associated plans.
