About The Position

We are seeking an experienced IT Purchasing Specialist to support the planning, administration, and execution of a wide range of technology procurement activities. This role is responsible for managing the end-to-end procurement lifecycle, providing strategic sourcing recommendations, ensuring compliance with applicable procurement regulations and organizational policies, and supporting stakeholders throughout the purchasing process.

Requirements

  • Minimum of 10 years of relevant experience in IT procurement, purchasing, or contract administration.
  • Bachelor's degree in Business Administration, Supply Chain Management, Information Technology, Public Administration, or a related field. An additional four years of relevant experience may be substituted for the degree requirement.
  • Strong understanding of software licensing models, including SaaS, subscription-based, and perpetual licensing, as well as IT hardware procurement.
  • Experience negotiating pricing, terms, and conditions for IT products and professional services.
  • Proficiency with Microsoft Office applications, including Excel, Word, Access, and Adobe Acrobat.
  • Experience working with ERP systems such as SAP or comparable procurement platforms.
  • Strong organizational, analytical, and problem-solving skills with the ability to prioritize competing demands.
  • Excellent written and verbal communication skills.
  • Demonstrated professionalism, integrity, responsiveness, and attention to detail.
  • Ability to thrive in a fast-paced, deadline-driven environment.
  • Ability to work onsite as required.

Nice To Haves

  • Experience with public-sector procurement regulations and competitive solicitation processes.
  • Familiarity with electronic bidding and eProcurement platforms.
  • Knowledge of state or local government procurement requirements.
  • Experience supporting procurement activities within higher education, government, or other public-sector organizations.
  • Experience utilizing project management information systems (PMIS) and procurement reporting tools.

Responsibilities

  • Plan and coordinate a variety of IT procurement initiatives, including hardware, software, and technology-related services.
  • Collaborate effectively with internal stakeholders to understand procurement requirements and ensure timely execution.
  • Provide strategic recommendations on IT purchasing solutions, sourcing strategies, and procurement best practices.
  • Ensure compliance with applicable procurement laws, regulations, policies, and internal procedures.
  • Manage the full procurement lifecycle, including: Preparing solicitation documents (RFPs, RFQs, IFBs, etc.), Coordinating solicitation activities, Evaluating procurement requirements, Supporting contract development and execution, Facilitating required approval processes.
  • Support project teams by coordinating vendor quotations, conducting contract compliance reviews, obtaining necessary approvals, and processing purchase orders.
  • Monitor procurement activities, contracts, purchase orders, and solicitations while providing regular status reports.
  • Maintain procurement records and utilize enterprise resource planning (ERP), project management, and procurement management systems.
  • Coordinate with cooperative purchasing organizations, government contracts, and public-sector procurement partners to leverage available purchasing agreements.
  • Manage multiple concurrent procurement projects while meeting deadlines and stakeholder expectations.
  • Perform additional procurement and contract administration duties as assigned.
