About The Position

The Department of Social Services (DSS) comprises the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA focuses on fighting poverty and inequality by providing essential benefits, while DHS works to address homelessness through innovative strategies. Information Technology Services (ITS) is DSS’s technology services organization, responsible for supporting the technology needs of both agencies by creating and enhancing the technology infrastructure and computer applications. ITS develops applications for client eligibility, case management, housing, employment services, and more.

This role is for an IT Project Specialist to function as a Welfare Management System (WMS) Project Specialist. Under general supervision, this position is responsible for overseeing and coordinating enterprise support operations related to agency infrastructure, printing, systems access, installation planning, distributed technology environments, and operational support services for HRA operations citywide.

Requirements

• A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain.
• An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain.
• A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain.
• Education and/or experience which is equivalent to the above.

Responsibilities

• Manage multiple concurrent initiatives impacting more than 20,000 WMS users citywide and ensure projects are completed in accordance with operational, technical, and business requirements.
• Plan, coordinate, and oversee WMS-related technology projects and implementation activities to support agency operations, maintain service continuity, and achieve project objectives.
• Develop project schedules, implementation plans, milestones, and deployment strategies for WMS technology initiatives; coordinate project activities among HRA program areas, ITS divisions, OTDA, New York State ITS, vendors, and business stakeholders.
• Track project deliverables, dependencies, risks, and implementation issues and develop recommendations to support successful project completion.
• Coordinate testing, deployment, validation, and post-implementation activities to ensure operational readiness and successful transition to support teams; provide project status updates, implementation progress reports, and issue escalation documentation to management and stakeholders.
