About The Position

The candidate will assist in creating and implementing a project management process to identify, document, prioritize, and manage current, new, and proposed IT projects in process or requested for the Network Operations and Data Center Services teams. SC-DSS DTS is responsible for developing, implementing, managing, and maintaining multiple mission-critical application, data, and communication solutions and services to support the mission of the South Carolina Department of Social Services. This project will include active ongoing work with the SC DSS Senior Service Delivery Manager, the IT Director, Technical Leads, and Security team, to coordinate IT application and operations' teams project schedules, track project progress, report results and outcomes, and develop a communication method using MS Teams/SharePoint to keep DTS and program leadership informed about active, pending, and backlog project requests. This position will primarily work on small to medium IT projects and include coordination with third-party service providers and/or partners as required for procured contractual services and solutions.

Responsibilities

  • Assist with projects in process or proposed for the Agency's Application and Network Operations and Data Center services teams, in support and coordination with the senior Service Delivery Manager and senior IT leadership.
  • Assist in the management of multiple projects, provide project coordination and tracking of existing and new project requests, and provide project assistance to program area contacts and partners, including organizations with which we may enter a contractual agreement for a service or solution.
  • Coordination with DTS subject matter experts and managers to prioritize, implement, and complete projects at SC DSS and ensure that staff understand and follow designated Federal, State, and Agency requirements and specifications and relevant policies.
  • Travel to DSS offices in 46 counties (statewide) may be required or needed to oversee projects, identify, or review project requirements and change orders, verify project changes or contract service completion, and identify and document project roadblocks.
  • Work with program area customers requesting technical projects to gather requirements or use cases and document the benefits they are looking to realize with the project.
  • Work with the stakeholders to understand what the current capability is and to document the capability and timeline to provision a solution.
  • Analyze and document the problem or issue they are trying to resolve and measurable outcomes.
  • Work with the technical teams and senior project manager to identify the technical approach or solution for assigned projects to resolve the service or capability gap.
  • Work with the project team, DTS, and stakeholders to ensure that proposed and active projects do not create conflict with existing services or projects, does not create duplicate service types and/or solutions within the Agency, but instead builds deliverables and services that provide the most value and quantifiable improved support for the Agency's mission.
  • Document potential project conflicts, including any potential impact or changes to mission-critical services and projects, and internal and external deadlines that may occur if a project is approved or denied.
  • Establish and maintain contact with the project sponsors/clients, IT teams, and vendors through email, phone calls, and Teams/SharePoint updates.
  • Meet with DTS technical leads, subject matter experts, and program staff (some in person, primarily using MS Teams) to establish concrete detailed plans for a project, including the proposed schedules and required deliverables, and any internal or external business drivers or deadlines that may impact the project.
  • Collaborate with technology managers to identify technology team(s) and staffing required for successful completion of the project, establishing an initial estimate of the number of staff hours requested/required to complete.
  • Manage and update project plans and reports during project lifecycle.
  • Identify and communicate project requests or tasks that may create potential project conflicts, impact, or changes to mission-critical services and/or projects.
  • Establish and maintain a project tracking methodology (MS Project, Teams, Sharepoint) to monitor and log existing projects and project status, and track requests to initiate new projects, including a project backlog.
  • Update and manage SharePoint/Teams site to log and manage project information for existing and proposed projects, tracking requests and project backlogs.
  • Identify and document resource needs, skill sets, and training needs for the projects (technical and non-technical) that are necessary for program staff to successfully complete and implement a service or solution.
  • Support multiple implementation projects.
  • For projects where the candidate is assigned the lead role, be responsible for managing projects from start to finish, defining the scope, driving and defining requirements, building consensus among internal and external teams to create and deliver the appropriate solution, and working the solution from end-to-end.
  • Provide knowledge transfer and informal training to peers where appropriate.
