About The Position

The Department of Natural Resources (DNR) has an exciting opportunity within our Information Technology Division as an IT Project Manager Senior/Specialist Supervisor. This role provides expert-level IT leadership in IT project management, implementing Project Management Institute (PMI) standards and best practices. The position involves developing and managing all aspects of IT project and program engagement, from initiation to closing, including vendor relationships, communications, scope, budget, risks, and issue resolution. The supervisor will also facilitate IT governance and status review meetings, deliver executive-level communication, participate in IT feasibility studies and vendor selections, and manage quality control. Additionally, the role involves defining IT Statements of Work, managing procurement processes, ensuring adherence to state and agency policies, WaTech standards, and cybersecurity policies. The supervisor assigns work to direct reports, sets performance expectations, monitors performance, and guides training and development.

Requirements

Bachelor's in information technology, computer science, or related field AND seven (7) years of professional IT experience managing full-scope technical projects; OR an equivalent combination of education, training, and professional experience that demonstrates the required knowledge, skills, and abilities.
Experience directly supervising IT personnel in any technical area.
Currently holds a Project Management Professional Certificate (PMP) OR another equivalent Project Management Certificate such as the PRINCE2.
Knowledge of principles and practices of multiple IT disciplines such as: data management, IT security principles, local and wide area networks, data storage, and application architecture principles.
Knowledge of management principles with an emphasis on team building and effectiveness.
Knowledge of leadership/management techniques and principles in the areas of strategic and operational planning, budget preparation and implementation, personnel administration, and project management.
Accustomed to planning projects and schedule management.
Accustomed to handling risk and issue management.
Budget and resource control management.

Responsibilities

Provide the organization with expert-level IT leadership in the area of IT project management by fully understanding and implementing Project Management Institute (PMI) standards and best practices
Develop and manage all aspects of IT project and program engagement from initiation, planning, external vendor relationships, communications, resources, scope, budget, change, decisions, risks, issues, executing, closing, and monitoring and controlling project activities.
Monitor, track, and control outcomes to resolve issues, conflicts, dependencies, and critical path deliverables using IT analytical approaches.
Facilitate the IT governance and IT project status review meetings and updates; identify and quantify variances, complete any required corrective actions, and communicate to all stakeholders and executive sponsors.
Deliver appropriate and effective executive-level communication.
Participate and/or drive IT feasibility studies, IT vendor selections, and IT proposals for evaluation by appropriate key stakeholders.
Manage ongoing quality control and participate in software and/or application quality issue resolution.
Set and continually manage IT project and program expectations and direction while delegating and managing deliverables with team members and stakeholders.
Define the IT Statement of Work and Specifications for the requested goods and services.
Define and manage IT procurement processes consistent with state and agency policies and procedures.
Ensure adherence to all WaTech policies and standards and the IT Project Resources Framework.
For projects under gated funding oversight, adhere to WaTech’s gated funding processes, project lifecycle management, Section 701 of the Operating Budget, IT Investment Intake process, the completion of a project’s investment plan, and Technology Budget submission.
Ensure adherence to the Office of Cybersecurity (OCS) IT Cybersecurity Policies and Standards as it applies to cybersecurity risk assessments in software and application lifecycle development.
Assigns work to direct reports, ensuring that the work assigned does not alter the position classification.
Sets performance standard expectations.
Monitors work performed by direct reports, providing appropriate feedback.
Evaluates and documents performance.
Guides training and developmental planning.
