MHBE is accepting applications for an IT PROGRAMMER ANALYST SUPERVISOR/Application Development Manager. The Maryland Health Benefit Exchange is responsible for the administration of Maryland Health Connection, the State's health insurance marketplace, under the Patient Protection and Affordable Care Act of 2010 (ACA). MHBE works with the Maryland Department of Health, Maryland Insurance Administration, Department of Human Services, and stakeholders statewide. Key responsibilities include planning and directing HBX initiatives, developing and managing short and long-term program plans, and collaborating with ITL, senior management to implement policies, analyze effectiveness, and approve system changes. The position involves managing state and contractual IT resources to ensure timely and efficient delivery of software products and services, fostering collaboration among teams and stakeholders, and ensuring adherence to MHBE and state policies. Additional duties include supporting the Enterprise Application Services Director on projects and staffing, overseeing the analysis and maintenance of HBX computer applications, consulting with senior management to resolve system inefficiencies, and performing IT strategic planning to align systems with MHBE's vision, mission, and objectives.
