Twenty8Tech (A Redhawk Company) has an immediate opening for a hybrid (telework/office) distinguished expert with extensive, deep experience in IT Program Management support. You will operate with a high degree of autonomy to provide strategic foresight, critical technical analysis, and authoritative guidance, ensuring that security is an enabler of innovation for DARPA's high-risk, high-reward programs. This IT Program Manager role provides principal-level advisory and thought leadership to senior DARPA executives, including the Chief Information Security Officer (CISO) and senior ITD Staff. As the IT Program Manager, you will be a key strategic resource, shaping the agency's approach to cybersecurity across its most advanced and sensitive technology portfolios.

Requirements

  • Minimum Top Secret clearance required, eligible for access to SCI and SAP.
  • Higher level education degree in Information Technology, Information Systems, Computer Science, Cybersecurity, or Software Engineering disciplines.
  • Must be located within commuting distance of Arlington, Virginia.

Nice To Haves

  • Demonstrated 15 years of IT / technical director / executive cyber experience with increasing responsibility with at least 10 years program management experience managing processes and teams that enable government organizations to execute decision-making authorities and establish vision and direction by ensuring teams of SETA subject matter experts (SMEs) have what is required to deliver value.
  • DoD, IC, or DARPA experience is preferred.

Responsibilities

  • Serve as the Program Manager, responsible for employee performance, cost-control, scheduling, and contract performance; responsible for training and ensuring staff is aware of and able to meet ITD performance standards; resolving problems; identifying trends, and implementing change.
  • Works closely with the IT Director, internal stakeholders, and senior leader peers to communicate issues, tasks, and product progress, and coordinate across offices to remove impediments. Ensure alignment between the portfolio and DARPA’s strategic objectives.
  • Advise senior management on cost/benefit analysis of IT, information security, and/or technology programs, policies, processes, systems, and elements.
  • Collaborate with government and external contractor stakeholders to establish the enterprise continuity of operations program, strategy, and mission assurance.
  • Possess core knowledge of DOD risk management processes, cybersecurity principles, cyber threats and vulnerabilities, and cloud computing service models (e.g., IaaS, SaaS, Paas).
  • Leads efforts to promote the organization’s use of knowledge management and information sharing.
  • Manages the internal relationships with information technology (IT) and cyber government process owners and supporting SETAs/SMEs.
  • Provides transparency through consistent reporting and communication for internal and external stakeholders.
  • Identifies measures or indicators of product performance and the actions needed to improve or correct performance, relative to the goals of the product.
  • Ensures that appropriate SLAs and underpinning Agile contracts have been defined that clearly set out for the customer a description of the service and the measures for monitoring the service.
  • Employs a variety of Lean-Agile tools and approaches to deliver positive results within the joint government/SETA team.
  • Acquires knowledge of applicable business processes and operations of customer organizations, and interpret/translate customer requirements into operational capabilities.
