IT Program Manager for US Federal Government

About The Position

Attadale Partners, a leading management consultancy serving commercial and government clients, is seeking an experienced Program Manager in support of its expanding Federal government engagement to support the Centers for Disease Control and Prevention (CDC). This role is in-office, onsite Monday through Friday in the Hyattsville, Maryland area. All applicants must be US Citizens or US Greencard holders; immigration and work authorization sponsorship is not available. The Program Manager will provide IT planning and technical support for the Collaborating Center for Questionnaire Design and Evaluation Research (CCQDER) team. This team utilizes various quantitative and mixed methods to evaluate survey questions using cognitive interviews, focus groups and other methods. The results and outcomes of the testing and analysis are either audio or video recorded, and must be stored, tagged, tracked and easily searchable for analysis and verification purposes. As a result, the Program Manager must have a demonstrated skill managing similar processes and utilizing audio and video management tools. CCQDER is migrating its legacy tools and processes and the Program Manager has an opportunity to lead the data system transformation from legacy to modern architecture. In this role, you will be responsible for coordinating and translating legacy business processes, data collection processes, data quality and harmonization, and analysis and reporting. In addition, you will support the existing systems to ensure performance during the transition period. In addition, the Program Manager will be responsible for the customer relationship management through direct interface with highly skilled and experienced government research staff on IT systems planning, requirements management, COTS hardware and software recommendations and selection, implementation and training, trouble ticket management, and the overall successful anticipation and delivery of support services. The program manager will be accountable and responsible to achieve an Exceptional CPARS engagement review. You will manage a team of 3-4 Attadale staff to achieve this mission. The Program Manager will provide direction for the technology development components of IT projects for the full project lifecycle and experienced working in an Agile environment. Provide resource projections, budget management, formulate project delivery strategies, establish milestones/schedules, report on project status, and monitor progress of all team members. Applicants should live within daily commuting distance of Hyattsville, Maryland as this role requires the team to work onsite although situational telework may be approved as needed. Travel or commuting reimbursement are unavailable on this project. Relocation expenses are not provided. Requirements

  • All applicants must be US Citizens or US Greencard holders
  • Experienced with systems infrastructure modernization programs
  • Demonstrated experience working in a similar audio/video data management platforms, preferably within a survey design team such as BLS, Census, or CDC
  • Minimum five (5) years work experience as a Program Manager managing joint client and consultant teams responsible for designing, developing, configuring, deploying, and testing software, hardware, and applications
  • Previous experience as a technical Program Manager with the US Federal government
  • Experience working in Agile Scrum and the traditional Agile sprint work schedules
  • Collaborate with clients and stakeholders to understand business requirements and design technical solutions
  • Work closely with other team members such as data analysts, business analysts, and system architects
  • Must be able to work onsite in Hyattsville, MD.
  • Bachelor's degree in Computer Science or related field
  • Excellent problem-solving and communication skills
  • Ability to work collaboratively in a fast-paced environment with minimal supervision
