About The Position

We are seeking a hands-on Program Manager to lead a large-scale Federal IT program supporting mission-critical operations. This role serves as the senior accountable leader responsible for program performance, contract execution, customer satisfaction, workforce management (60+ personnel), financial oversight, and service delivery excellence. You will act as the primary interface with the Government customer, ensuring all contractual, operational, and performance objectives are met or exceeded.

Requirements

  • Bachelor's degree in IT, Engineering, Business Administration, Systems Management, or related field
  • 7+ years of Program or Project Management experience
  • Proven experience managing Federal IT programs
  • Proven experience managing Performance-based service contracts
  • Experience with Budgeting and cost control
  • Experience with Risk and opportunity management
  • Experience with Strategic planning and execution
  • Experience developing Business cases
  • Experience developing Program plans and schedules
  • U.S. Citizen

  • Master's degree
  • PMP, PgMP, ITIL, or equivalent certification

Responsibilities

  • Lead daily operations and long-term program strategy
  • Ensure compliance with SLAs, QASP requirements, and contractual obligations
  • Drive program performance and delivery outcomes
  • Lead and manage 60+ personnel across multiple teams
  • Oversee staffing strategies, workforce planning, and performance management
  • Manage subcontractors and vendor relationships
  • Manage program budgets, forecasts, and cost controls
  • Ensure execution within approved funding levels
  • Develop business cases and support financial planning
  • Oversee delivery across IT operations, enterprise service desk, cloud environments, and cybersecurity support
  • Ensure performance-based service delivery standards are met
  • Develop and manage program plans and schedules
  • Develop and manage risk and opportunity documentation
  • Implement change management strategies
  • Drive continuous improvement across all functional areas
  • Serve as primary Government point of contact
  • Provide executive-level communication and reporting
  • Build strong customer relationships and trust
