About The Position

Akumen, Inc. seeks a dynamic, self-motivated IT Technical Project Manager/ScrumMaster to support a Department of State enterprise application. This role works closely with government customers and a cross-functional team to provide operations and maintenance support. The support may include end-user support, development of enhancements, integration services, security vulnerability remediations, and/or additional governance activities. The ideal candidate brings strong leadership, Agile technical project management expertise, and experience operating in the federal landscape.

Requirements

  • Bachelor’s degree in Business Administration, IT Management, or related field (or equivalent experience)
  • PMP certification required
  • Experience working in Agile/Scrum environments
  • 4+ years of experience in the Information Technology field
  • 3+ years of experience writing technical documentation
  • 3+ years in a client-facing role (federal clients preferred)
  • Experience managing IT programs and projects using PMI standards
  • Proficiency with MS Office Suite and SharePoint
  • Strong written and verbal communication, presentation, and organizational skills
  • Ability to manage multiple projects, meet deadlines, and work independently
  • Demonstrated initiative, sound judgment, and problem-solving skills
  • Positive attitude and strong teamwork mindset
  • Active Secret or higher U.S. Government security clearance

Nice To Haves

  • Certified ScrumMaster (CSM) or equivalent Agile certification
  • ITIL® Foundation certification
  • Experience with Microsoft Project and ServiceNow ITSM

Responsibilities

  • Provide project management services in accordance with a CMMI Level 3 or higher project management approach.
  • Lead the application team facilitating Scrum ceremonies (planning, stand‑ups, reviews, retrospectives) and driving Kanban flow optimization while ensuring full compliance with Bureau of Diplomatic Technology (DT) governance requirements.
  • Develop and maintain project roadmaps, release plans, sprint plans, and Kanban boards.
  • Proactively identify, assess, and mitigate risks and issues—including cybersecurity-related risks—maintaining comprehensive logs and facilitating timely resolution with government stakeholders.
  • Deliver clear, consistent communication through Agile reporting (burn‑down charts, velocity tracking), stakeholder engagement, structured meetings, and fully documented project management processes.
  • Use Azure DevOps, MS Project, SharePoint, GitHub, and/or related toolsets to support requirements management, backlog refinement, configuration management, testing coordination, and system documentation (SOPs, Test Plans, Training/Reference Guides).
  • Follow project change and configuration management processes.
  • Coordinate testing activities and support program testing efforts.
