About The Position

We are seeking an experienced Business Analyst (Advanced) to support large-scale healthcare technology initiatives. The role focuses on analyzing business needs, documenting processes, and providing solutions that improve IT and non-IT functions. Requirements

• 1+ years of business analysis experience with IBM Cúram software.
• 1+ years of experience on government IT projects as a BA or in a related role.
• 1+ years of experience eliciting and documenting business rules and processes.
• 2+ years of Medicaid Eligibility or healthcare insurance experience.
• Excellent written and oral communication skills (requirements, use cases, documentation).
• Strong ability to gather requirements through interviews, laws/regulations, and policy documents.
• Knowledge of formal business process documentation methods.
• Understanding of business modeling techniques (process flows, graphical documentation).
• Ability to communicate effectively with executive leadership, management, and project teams.
• Bachelor’s degree in technical, business, or healthcare-related field (or equivalent experience).

Nice To Haves

• Experience in large-scale healthcare technology transformation projects.
• Knowledge of healthcare policy, Medicaid operations, or related regulatory environments.
• PMP, CBAP, or healthcare IT certifications desirable.

Responsibilities

• Serve as the liaison between business units and IT teams, ensuring alignment of technical solutions with business needs.
• Analyze business operations, identify strengths/weaknesses, and recommend opportunities for process automation.
• Conduct requirement gathering sessions with stakeholders and translate business needs into functional specifications.
• Support business process redesign and documentation for new technology implementations.
• Develop detailed requirements, business rules, and use cases.
• Provide guidance to IT development and testing teams on requirements interpretation.
• Manage requirements lifecycle: change control, version control, traceability, and reporting.
• Document and analyze agency business processes, data requirements, and relationships.
• Research and maintain business rules, models, and documentation in repositories.
• Facilitate communication between business and IT, negotiating agreements from initial requirements through final implementation.
• Identify and mitigate risks, issues, and action items.
• Collaborate with internal and external stakeholders including vendors, state/federal agencies, providers, and beneficiaries.
• May participate in build vs. buy analysis for technology solutions.
