About The Position

Qualis LLC is seeking a part-time IT Development SME to provide expert advice, analysis, and assistance in the definition, design, development, documentation, implementation, and continuous improvement of the project management system, leveraging their expertise in IT development, Application Programming Interface (API) development, and no-code/low-code technologies. This candidate will provide advice and assistance developing detailed action plans to address network architecture, standardization of end-user tools, applications and data architectures, interfaces with other systems on base, and coordination with other AFTC MIS initiatives.

Requirements

  • A Bachelor's degree (or higher) and minimum of 10 years’ experience in Management Information Systems, Information Technology, Computer Science, Mathematics, or related field is required. Will accept substitution of experience for education with government approval.
  • Must possess at least four years of hands-on technical experience with a minimum of 2 years of experience in Information Assurance or hold a Master’s degree in this technical area.
  • Must be able to work independently and provide timely status updates as managing multiple tasks.
  • Strong customer service, organizational skills, knowledge of applicable DoD/Government policies and procedures are required.
  • Demonstrated exceptional ability to troubleshoot complex systems required.
  • Must be an effective communicator and possess excellent analytical and problem-solving skills.
  • An excellent understanding of information security concepts, principles, and best practices are required.
  • Interpersonal and collaborative skills and the ability to communicate security and risk concepts to technical and non-technical audiences are required.
  • A high level of personal integrity and the ability to professionally handle confidential matters with proper judgment is required.
  • Must hold an active Department of Defense Secret Security Clearance.
  • Must be able to obtain a Department of Defense Top Secret Security Clearance.

Responsibilities

  • Provide information Technology support for the Joint Simulation Environment (JSE) and other squadron IT systems
  • Collaborate with JSE stakeholders (SIMAF, PAX, AFOTEC, AF/TE, etc.) to ensure the availability, integrity, identification, authentication, confidentiality and non-repudiation of information systems while denying the adversaries access to JSE information systems
  • Support Technical Interchange Meetings, System Requirements Reviews, Working Groups, Design Reviews, and Analysis of Alternatives
  • Ensure squadron Information Technology (IT) equipment is operated, used, maintained and disposed of properly in accordance with C&A documentation.
  • Provide advice and assistance in a wide range of leading-edge programming technologies, automation tools, and languages generally in support of modeling & simulation, continuous integration/continuous deployment (CI/CD), and related Test activities. These include C++, Python, HTML, DHTML, XML, JavaScript, VBScript, MS Visual Studio, SQL, Oracle and/or SQL Server. Additional tools/technologies include MBSE tools for design and modeling and DevSecOps tools such as the Atlassian tool suite for development and configuration control, and infrastructure as code.
  • Provide advice and assistance to identify IT technology investments and efforts that can enhance the capability of the squadron.
  • Provide IT advice and assistance in support of verification and validation across Modeling and Simulation environment, Systems Integration Lab, Hardware-in-the-Loop and correlate results with external systems.
  • Define and validate information system requirements with stakeholders (noted above)
  • Estimate future IT requirements through analysis of available and proposed technology, current capabilities and projected mission need, balancing the requirements of all stakeholders
  • Review the impact of new requirements on existing IT resources and ensure resources are available at the right time to meet the customer's requirements
  • Assist with development of concepts and procedures to ensure effective and efficient management of IT resources and compliance with DoD, AF and AFMC guidance
  • Provide technical advice to program leadership regarding IT management, investment and standardization.
  • Assist with operation of secure and non-secure video teleconferencing facilities in compliance with current policies and procedures
  • Maintain and perform a variety of record keeping concerning VTC operations and maintenance
