About The Position

The Washington State Liquor and Cannabis Board (WSLCB) Information Technology Services Division is announcing an exciting opportunity for an IT Data Management - Journey located in Olympia, WA. This position reports to the IT Operations Manager in the WSLCB's Information Technology Services Division (ITSD). The journey-level Database Administrator (DBA) is the technology professional responsible for all functions related to database development, storage, security, and retrieval within the WSLCB. This position works independently and proactively collaborates with members of the application support teams, infrastructure, product management, business subject matter experts and project teams. This journey-level DBA develops, installs, tests, troubleshoots, stabilizes, safeguards and continuously improves all WSLCB’s integrated data systems, which includes Microsoft SQL Server and other data management platforms, as required hosted in Azure and AWS cloud environments, as well as on-premise virtual environments. This position is critical to providing accurate, consistent, and efficient data to inform licensing, enforcement and tax collection responsibilities of the agency. The incumbent will create, monitor, maintain and document database installations, architecture, processing, balancing, and decommissioning. Perform typical system administrative activities such as database creation, backup, restore and issue resolution. Ensure high availability, security, and optimal performance by following established standards, procedures, and automation practices. Work includes building and executing SQL and cloud-native scripts to manage and modify data, collaborating with vendors and team members on performance and scalability improvements, and leading initiatives for physical data modeling and architecture design across hybrid infrastructures. Problems may be of an urgent and critical nature, requiring work to be done beyond scheduled working hours to bring systems back online. The DBA works collaboratively with numerous cross-functional teams. The incumbent must independently plan and execute the evaluation of new data initiatives, which include but are not limited to upgraded versions and integration with additional enterprise systems. Paramount to the mission of this position is the stewardship of data stored in agency systems, hosted both internally and externally, by providing data analysis and documentation for data migration efforts from various systems as well as safeguarding and securing that data. This position is required to independently apply journey level technical knowledge to evaluate and resolve complex tasks. Requirements

Five (5) years of professional experience within the last seven (7) years, in SQL programming, experience with entity relationship modeling and notation, or database report development.
Experience includes but not limited to independently analyzing, designing, implementing and maintaining databases, and experience with data extraction and transformation (e.g. ETL).
Education or experience in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), or closely related field; or completion of a two (2) year accredited vocational training program in computer programming and database design, database administration, data administration or data analysis.
Working level knowledge and experience in the following: Administering, including installing, configuring, and supporting Microsoft Windows Server 2022 and above.
Of troubleshooting and problem resolution of computer systems applications or databases.
In administering Microsoft SQL Server, including installing, configuring and supporting SQL Server (2022 and above).
In administering different data management platforms, including installing, configuring and support.
Of Active Directory with specific focus on user and group permissions.
With SQL Server Integration Services (SSIS) and Microsoft Fabric and SQL Server Reporting Services (SSRS) and PowerBI.

Responsibilities

Manages the day-to-day operations of agency databases
Installs, Patches, upgrades and maintains the system health for the database servers and related services.
Defines and implements enterprise data management strategy and standards, builds database schemas and structures based on customer needs and standards.
Conducts data modeling techniques and methodology development.
Produce entity relationship diagrams for existing databases.
Conducts physical schema design of table spaces, rollback segments. and data files.
Supervise and coordinate cross-divisional collaboration to establish and maintain consistent data governance practices, including data categorization, storage, and classification.
Manage the development and maintenance of the agency’s enterprise data catalog, including metadata, storage locations, Washington Technology Solutions (WaTech) security classifications, and governance documentation.
Installs, configures and maintains database management systems software and related services in cloud and on-premise environments.
Monitoring data systems and environments for issues, including issues with disk space, proper execution of scheduled jobs, potential performance issues, and operating system and server patches.
Communicate application problems and issues to key stakeholders, including product management, systems and business analysts, application support, developers, and management.
Maintains, monitors, and conducts performance tuning of databases.
Analyze and plan for anticipated changes in data capacity requirements.
Ensures security of data systems by auditing permissions.
Evaluates Security Auditing and Maintaining server & DB permissions.
Manage changes to database related DNS, DHCP, Active Directory and Group policies.
Ensures data recovery, maintenance, data integrity and space requirements are met for physical database through formulations of policies, procedures and standards to ensure effective data management enterprise wide.
Deploy requested database structure and data changes as needed by development staff to enable them to more readily service their customers.
Develop and maintain SQL Jobs based on maintenance tasks as well as tools and requirements of Application Support, Development, and Data Users.
Troubleshoots and resolves database integrity issues, blocking and deadlocking issues, replication issues, log shipping issues, connectivity issues, and security issues.
Conducting Root Cause Analysis and develop SOP documents accordingly.
Plan, coordinate and execute data conversions and migrations between different platforms and servers.
Responsible to design, implement and test backup and recovery of databases to ensure continuity of operations; participate in DR when necessary.
Aid in development of agency-wide business continuity and disaster recovery plans, and maintain current knowledge of plan executables.
Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
