About The Position

The North Carolina Wildlife Resources Commission (NCWRC) is seeking an IT Business Systems Analyst I for its Information Technology Division. This division provides essential IT services, including end-user and networking support, and application system development and maintenance. The IT Division is responsible for planning and managing application and database systems from analysis through implementation, operation, and maintenance, as well as network design, hardware configuration, and technical support. The role requires adherence to the Commission's Agency Technical Architecture (ATA) and the North Carolina Statewide Technical Architecture (STA). The IT Business Systems Analyst I acts as the primary liaison between IT staff and both internal and external WRC clients, functioning as a hybrid business analyst/project manager. Clients include internal agency personnel, other government agencies, and outside vendors. The position focuses on developing requirements and functional specifications for various in-house applications and modules.

Requirements

Proficiency in wireframing tools, Microsoft office products, ticketing tools, SQL Server.
Understanding of Software Development Life Cycle (SDLC) concepts and methodologies.
Experience managing releases and modifications of multiple projects simultaneously.
Experience evaluating business needs and delivering quality functional requirements.
Experience testing and supporting end users.
Bachelor's degree in business administration, computer science, or any related field from an appropriately accredited institution and one year of experience in business consultation, process improvement, or requirement gathering in an information technology environment.
OR Associate degree in business administration, computer science or any related field from an appropriately accredited institution and two years of related experience.
OR High School or GED and four years of related experience.
OR an equivalent combination of education and experience.
Valid NC Driver’s License within 90 days of employment.

Responsibilities

Develop requirements and functional specifications for GONC, PAWS, FAMRS, and other in-house application and module changes.
Facilitate teamwork between development, database, network, and website staff, and internal/external WRC clients for all projects.
Work closely with business stakeholders to understand business processes.
Prepare user interface diagrams, business process, and workflow diagrams.
Facilitate requirement elicitation sessions with users to plan, elicit, capture, analyze, and validate business, functional, and technical requirements.
Understand and translate users’ business needs into functional and non-functional requirements.
Provide status updates on all projects to stakeholders and division heads for applications undergoing enhancements, fixes, and new development.
Provide leadership on both the client and IT team sides, managing user expectations and resolving implementation issues quickly for timely project completion.
Manage the entire process through development, quality assurance, user acceptance, and implementation in a production environment.
Analyze users’ production issues to determine if errors are user errors, data errors, or application errors requiring code changes.
