About The Position

The Department of Revenue Information Services Division is seeking a full-time, permanent IT Business Analyst. This role requires an experienced professional who can independently assume the business analyst role on IT projects. The ideal candidate is a self-starter, an effective communicator, and possesses exceptional attention to detail. Requirements

  • Demonstrated ability to elicit, analyze, validate, and document business and technical requirements through customer consultations, requirement-gathering workshops, and producing structured deliverables like use cases, process flows, and user stories.
  • Proven ability to analyze complex business processes and IT systems to determine current and future states, supported by experience creating context diagrams, decision tables, process documentation, and other analytical tools.
  • Demonstrated skill in translating technical concepts into clear, customer-friendly language, serving as a communication bridge between developers, testers, and business users.
  • Progressive experience applying business analysis methodologies and best practices, including structured elicitation techniques, requirements management processes, and change control approaches in complex IT environments.
  • Demonstrated ability to support IT project planning and delivery by providing accurate work estimates, contributing to project scoping, communicating risks and impacts, and reporting status.
  • Proven ability to review, analyze, and process IT work requests by determining clarity, completeness, and appropriate request type.
  • Demonstrated ability to analyze proposed legislation for potential IT impacts.
  • Proven ability to participate in testing and validation of system requirements.
  • Demonstrated ability to lead training sessions and support process improvement efforts.
  • Proven ability to manage multiple assignments and competing priorities in a remote or hybrid work environment.

Responsibilities

  • Works with internal and external customers to understand business needs and translate them into clear, testable requirements.
  • Acts as a key connection between customers and Information Technology, facilitating collaboration among customers, architecture, and operations to design, modify, or replace technology solutions and services.
  • Uses advanced facilitation skills and business analysis techniques when working with complex, high-value/high-risk technology solutions and services.
  • Conducts presentations, demonstrations, and facilitates discussions in large and small groups with diverse customers and stakeholders.
  • Elicits and analyzes requirements using advanced business analysis techniques, translating information into diagrams, functional, nonfunctional, and technical requirements.
  • Communicates requirements and other information to customers, architects, testers, developers, project management staff, vendors, contractors, and agency leadership using excellent verbal and written communication skills.
  • Collects, assembles, analyzes, evaluates, and reports data to inform other technologists of business needs.
  • Contributes to continuous process improvements for the overall software development lifecycle.
  • Supports IT project planning and delivery by providing accurate work estimates, contributing to project scoping, communicating risks and impacts, and reporting status.
  • Reviews, analyzes, and processes IT work requests, determining clarity, completeness, and appropriate request type, coordinating with business customers and IS managers for routing and prioritization.
  • Analyzes proposed legislation for potential IT impacts, interpreting legislative language, consulting with IS and business partners, preparing impact statements, and meeting tight deadlines.
  • Participates in testing and validation of system requirements by preparing test cases, clarifying requirement-related questions, supporting usability activities, and demonstrating prototypes.
  • Leads training sessions and supports process improvement efforts by educating business users, facilitating meetings, and contributing to continuous improvement initiatives.
  • Manages multiple assignments and competing priorities in a remote or hybrid work environment, organizing work independently, meeting deadlines, maintaining documentation, and traveling to DOR sites as needed.
