About The Position

The Washington State Department of Corrections has an exciting and dynamic opportunity for an analytical and customer centric IT professional! We are looking to fill two IT Business Analyst Senior Specialist (Supervisor) roles that will be tasked with independently analyzing and documenting user business requirements in support of agency and inter-agency large-scale, mission-critical IT projects, and enterprise applications which impact direct delivery of services. As an IT Business Analyst Senior Specialist, you will be responsible for independent critical thinking, analysis, and translation of business needs to technology requirements for key enterprise applications throughout DOC. The candidates of choice must be able accurately identify, assess, and translate business requirements and cross-walk business needs into technology defined requirements, as well as lead several other business analysts. Requirements

  • A Bachelor’s degree in computer science or related field from an accredited institution AND A minimum of five (5) years of broad, progressive professional IT experience, gained over the last eight (8) years, in any of the following areas: Business analysis Eliciting and managing technical and functional requirements Analyzing systems and data Providing customer or technical support for enterprise applications Design documentation User acceptance testing Project management Technical documentation
  • OR An associate degree in in computer science or related field AND Two (2) years of experience in any area of Information Technology AND A minimum of five (5) years of broad, progressive professional IT experience, gained over the last eight (8) years, in any of the following areas: Business analysis Eliciting and managing technical and functional requirements Analyzing systems and data Providing customer or technical support for enterprise applications Design documentation User acceptance testing Project management Technical documentation
  • OR A high school diploma or equivalent AND Four (4) years of experience in any area of Information Technology AND A minimum of five (5) years of broad, progressive professional IT experience, gained over the last eight (8) years, in any of the following areas: Business analysis Eliciting and managing technical and functional requirements Analyzing systems and data Providing customer or technical support for enterprise applications Design documentation User acceptance testing Project management Technical documentation
  • Demonstrated experience in agile development methodology.

Nice To Haves

  • Knowledge and experience using Azure DevOps (ADO), Easy Vista, Visio, SnagIt, SharePoint, Adobe Acrobat Pro, and Microsoft Office Suite Software
  • Experience applying the Business Analysis Body of Knowledge (BABOK) and/or Project Management Body of Knowledge (PMBOK) techniques
  • Knowledge and experience with software development life cycle (SDLC) and system implementation process, including requirements gathering
  • Business Analysis and/or Project Management training and/or certification
  • Possess one of the following certifications and be current: PMP or PMBOK – Project Management Body of Knowledge BA CBAP BABOK – Business Analyst Body of Knowledge Agile and/or Scrum Alliance training and/or certification(s)

Responsibilities

  • Collaborating with teams in both IT and business to ensure delivered changes meet identified need.
  • Identifying gaps and shortcomings between functional specifications and the capabilities of the technology and then develops solutions to resolve these gaps.
  • Working with business and technical teams to accurately identify impact of complex changes and any downstream outcomes they might have.
  • Ensuring user stories and acceptance criteria fulfill business needs and provide enough detail for developers and testers through refinement before sprint planning.
  • Participating in sprint activities such as user story SME, providing clarification and support.
  • Establishing and oversight of the maintenance of application support documentation including functional, technical, and business requirements, business process workflows, and training materials.
  • Utilizing technical resources such as SqlDbx and data dictionaries in defining technical requirements.
  • Serving as a subject matter expert (SME) and trusted advisor for the Quality Assurance (testing) team with regards to quality assurance and testing for assigned IT projects.
  • Validating requirements are sufficiently covered by test cases.
  • Organizing user participation either locally or across the state, whether in person or remotely, ensuring the right people are involved.
  • Developing a UAT Strategy document for sign off by supervisor or project steering committee before UAT.
  • Oversight of the UAT operation and execution while tracking bugs and results.
  • Completing the final UAT report identifying participants, discovered defects and potential enhancements along with a ‘go/no go’ recommendation for deployment to production.
  • Supervising Business Analysts, including performance management and development.
  • Completing Legislative Bill Analyses.
  • Other duties as assigned.
