About The Position

This is a telework/hybrid position. The candidate of choice may work from anywhere within the state of Washington with a reliable internet connection. Travel may be required. The Washington State Department of Corrections (DOC) is seeking highly skilled professionals to serve in the role of IT Business Analyst Journey! As trusted business and technical experts, the candidates of choice will work with the goal of supporting mission-critical enterprise application that strengthen operations and contribute to public safety. In this role, you will perform focused analysis of business needs, define requirements, and provide expert consultation to support agency-wide systems and processes. You will facilitate requirements gathering, maintain technical documentation, and participate in the validation and resolution of issues affecting enterprise applications. By evaluating system complexities, dependencies, and interactions, you will help ensure reliable technology solutions that improve business practices and organizational performance. This position serves as a key liaison between business and technology, requiring deep knowledge of DOC operations and enterprise applications across all divisions and back-office functions. As a technical subject matter expert, you will assess the impact of proposed changes, provide informed recommendations, and support solutions that align with the department’s mission to improve public safety by positively changing lives.

Requirements

  • Bachelors degree in Computer Science, Business Administration, Public Administration, or closely related field And 2 years of professional experience in any of the following areas: Business analysis Eliciting and managing technical and functional requirements Analyzing systems and data Providing customer or technical support for enterprise applications Design documentation User acceptance testing Project management Technical documentation
  • OR 6 years of experience may be substituted for education in any of the following areas: Business analysis Eliciting and managing technical and functional requirements Analyzing systems and data Providing customer or technical support for enterprise applications Design documentation User acceptance testing Project management Technical documentation
  • Ability to plan and manage time effectively by identifying and handling competing priorities professionally
  • Make effective decisions within short timeframes, taking appropriate action to ensure continued delivery of services
  • Possess strong verbal and written communication skills and be able to bridge the gap between technical and business requirements
  • Correctional and/or relevant experience may substitute year for year for post-secondary education

Nice To Haves

  • Business Analysis Certification and/or experience applying Business Analysis Body of Knowledge (BABOK) techniques
  • Project Management Certification and/or experience applying Project Management Body of Knowledge (PMBOK) techniques
  • Knowledge and experience with software development life cycle (SDLC) and system implementation process, including requirements gathering
  • Knowledge and experience using Azure DevOps (ADO), Easy Vista, Visio, SnagIt, SharePoint, and Microsoft Office Suite Software

Responsibilities

  • Performing business and technical requirements definition for mission-critical and highly complex enterprise-wide applications and systems
  • Independently facilitating definition and elicitation of business requirements
  • Validating and prioritizing requirements to ensure the business needs are met with the delivered functionality
  • Identifying gaps between functional specifications and the capabilities of the technology.
  • Translating business and functional requirements into user stories.
  • Creating and refining features, user stories and tasks for tracking requirements using Azure DevOps (ADO)
  • Independently meeting with business subject matter experts to clarify and refine requirements
  • Converting requirements into various types of models or diagrams using the Business Analyzing Book of Knowledge (BABOK) techniques and best practices
  • Complying with the standards of the SLDC and follow strategies, plans, and procedures according to industry standards and best practices
  • Collaborating between business stakeholders and agile team to ensure both areas understand complex business processes and rules
  • Explaining IT tools, processes and technologies in terms easily understood by non-technical staff
  • Performing ongoing strategic analysis
  • Providing support for user submitted ticket analysis and resolution while managing system defects and enhancements for DOC/CI and vendor-supported applications
  • Serving as the IT Subject Matter Expert (SME) for technical support to the business users
  • Analyzing and determining the impact of system malfunctions and elicit further information from the user
  • Identifying data corrections required because of a system or user malfunction
  • Independently performing testing on applications
  • Participating with other IT staff in root cause analysis
  • Perform project management activities for small and medium scale efforts to ensure solutions for business needs can be successfully implemented.
  • Participating in user acceptance testing (UAT) for mission-critical applications and systems
  • Communicating effectively with DOC system users, technical staff, contractors, and vendors
  • Other duties as assigned
