About The Position

This IT Business Analyst – Journey provides is responsible for PEBB and SEBB business and technology analyses, planning and documenting requirements in partnership with business subject matter experts (SMEs) and external partners. This position ensures HCA’s systems (technology, data, and processes) adhere to federal laws, regulations and standards, and the State OCIO’s and HCA’s enterprise architecture principles, policies, and standards. This position utilizes business and technical experience in the analysis, documentation, and providing of IT requirements’ services for systems, data, and processes development. This position is responsible for identifying, documenting, supporting and validating all requirements for implementing new solutions, modernization and innovation enhancements. The Enterprise Technology Services (ETS) division is the agency’s designated technology provider for the HCA. ETS delivers innovative Information Technology (IT) solutions for enterprise-class business solutions (i.e., applications, data, and business processes) that support the mission of HCA divisions and business program groups. Requirements

  • Demonstrated ability to identify stakeholders and select appropriate IT business analysis techniques to manage IT requirements and assess the progress of the work.
  • Demonstrated ability to ensure stakeholders’ actual underlying IT needs are understood and captured.
  • Demonstrated ability to understand and apply the IT usability software development life cycle (SDLC), particularly user-centered analysis and usability testing techniques.
  • Demonstrated ability to assess proposed IT solutions to determine the best solution to meet business needs.
  • Demonstrated ability to identify gaps and shortcomings, in IT solutions and determine necessary workarounds or changes to the solution.
  • Demonstrated ability to work with stakeholders to identify and understand their IT needs, concerns, and working environment.
  • Demonstrated ability to apply and enhance knowledge and skill to both usual and unusual, issues.
  • Self-directed and manage multiple and often competing priorities.
  • Well-developed skills in Microsoft SharePoint and Microsoft Office/Professional products.
  • Knowledge or experience with Agile, Lean and ITIL concepts.
  • Understanding of information technology management and analysis, including the software development life cycle (SDLC), systems analysis, requirements analysis and translating business requirements into user requirements and functional requirements, data modeling, security implementations, testing strategies and user test scripts within an Information Technology group.
  • Ability to quickly learn new technologies.
  • Ability to manage multiple concurrent projects.
  • Excellent oral and written communication skills, analytical, and problem-solving skills.
  • Proven team player and team builder as well as a self-starter and self-motivated.

Nice To Haves

  • A bachelor’s degree in computer science or information technology area AND three (3) years of progressive (continuing to grow professionally) professional IT Experience as a Business/Technical Analyst within an IT group performing consultative, administrative, or project management services, including analyzing and designing of business processes.
  • Seven (7) years of progressive (continuing to grow professionally) professional IT Experience as a Business/Technical Analyst within an IT group performing consultative, administrative, or project management services, including analyzing and designing of business processes.
  • Three (3) years as an Entry Level IT Business Analyst Professional in State Government performing the experience listed above.
  • Experience working with Microsoft Visio or similar Business Modeling Tool.
  • Familiarity with, and demonstrated understanding of, the enterprise’s business, information/data and technology architectures.

Responsibilities

  • Facilitate requirement gathering sessions to elicit, analyze and document business, organizational and/or operational requirements from business users and stakeholders.
  • Document business requirements, business rules and logic, and design specifications.
  • Solicit business owner’s prioritization of requirements for systems, data or business process developments.
  • Construct diagrams and write specifications to translate business needs to technical requirements.
  • Develop use cases or user stories and assist in prioritizing requirements.
  • Identify and support process improvements in business requirement mapping to development work items/sprints and the agile development methodology.
  • Assist with development of standards for project and requirements documentation, Project Management Lifecycle (PMLC) frameworks.
  • Develops ahead of any deployment and implementation points, “As-Is” to “To-Be” gap analyses and corresponding and proactive change management plans for successful deployment and transition planning.
  • Facilitate high-stakes requirement-gathering sessions, design detailed program specifications, and map out "As-Is" to "To-Be" gap analyses for new system modernizations.
  • Translate complex state regulations into technical realities.
  • Drive Agile scrum frameworks.
  • Manage day-to-day ServiceNow operations.
  • Ensure technology remains cost-effective, compliant, and cutting-edge.
  • Own the full development lifecycle and build technical solutions that serve the entire state.
