About The Position

LCG is seeking an experienced IT Asset Management Administrator, Lead to support the Health Resources and Services Administration at HRSA Headquarters in Rockville, Maryland. The IT Asset Management Administrator, Lead is responsible for the full lifecycle management, accountability, reconciliation, and compliance reporting of Government Furnished Equipment and enterprise IT assets supporting approximately 3,500 Client personnel across headquarters, regional offices, remote locations, and affiliated facilities. This position ensures that asset records remain accurate, current, auditable, and synchronized across ServiceNow Asset Management, the ServiceNow Configuration Management Database, Sunflower, and supporting endpoint and vulnerability-management platforms. The Lead serves as the asset management subject matter expert and works closely with Desktop Support Technicians, Desktop Engineers, Patch Management personnel, Knowledge Management staff, the HRSA Property Management Officer, the Contracting Officer’s Representative, and federal program leadership. The role may provide functional oversight to additional asset management personnel and guidance to technical support teams during hardware deployments, refresh campaigns, inventory cycles, and transition activities. Assets under management include desktops, laptops, monitors, docking stations, peripherals, printers, multifunction devices, iPhones, iPads, MiFi units, and specialty endpoint equipment.

Requirements

  • Bachelor’s degree in Information Systems, Information Technology Management, Business Administration, or a related field; an equivalent combination of education and relevant experience may be considered.
  • At least five years of experience supporting enterprise IT asset management, configuration management, property accountability, or inventory operations.
  • Experience supporting asset inventories in environments with at least 2,000 endpoints.
  • Hands-on experience with ServiceNow Asset Management and ServiceNow CMDB administration.
  • Experience conducting physical inventories, reconciling asset records, and maintaining chain-of-custody documentation.
  • Experience supporting federal or large enterprise IT environments.
  • Strong knowledge of the IT asset lifecycle from procurement and receipt through deployment, reassignment, retirement, and disposition.
  • Strong analytical, organizational, documentation, and reporting skills.
  • Ability to communicate effectively with technical teams, federal stakeholders, property personnel, and program leadership.
  • Ability to obtain and maintain a Federal Public Trust Tier 2 background investigation and HHS PIV credential.

Responsibilities

  • Lead the complete lifecycle management of HRSA IT assets, including procurement coordination, receipt, labeling, imaging coordination, deployment, assignment, relocation, replacement, reassignment, retirement, and decommissioning.
  • Coordinate the receipt, unpacking, labeling, barcoding, and documentation of newly delivered equipment in accordance with federal property intake procedures.
  • Ensure assets are properly tagged and entered into both ServiceNow and Sunflower before deployment.
  • Maintain accurate ServiceNow Asset Management and CMDB records, including assigned user, ownership, location, asset status, configuration details, and lifecycle state.
  • Ensure newly activated endpoints are added to the CMDB within 24 hours and asset assignment updates are completed within one business day of deployment.
  • Support new-hire provisioning, break/fix replacement, early upgrade, hardware refresh, and operating system upgrade initiatives.
  • Coordinate with the Federal Property Team to obtain replacement devices and ensure returned or retired equipment is processed in accordance with the HHS Logistics Management Manual, Chapter 202, and FAR Part 45.
  • Provide functional guidance to support personnel on asset documentation and lifecycle procedures.
  • Maintain accurate physical and electronic inventories of Government Furnished Equipment across Client Headquarters, regional offices, and remote-user locations.
  • Lead and support recurring physical inventory validation activities, including semiannual cubicle and office equipment reviews.
  • Verify the presence, assignment, location, and operational condition of laptops, desktops, monitors, docking stations, keyboards, mice, cables, adapters, printers, mobile devices, and related equipment.
  • Reconcile discrepancies between physical inventory, ServiceNow, the CMDB, and Sunflower.
  • Investigate discrepancies within two business days and complete record corrections within three business days.
  • Track asset movement, transfers, shipments, returns, and reassignment activity using complete chain-of-custody documentation.
  • Monitor peripheral and supply inventory and provide reorder recommendations based on stock levels, issued equipment, receipts, and planned demand.
  • Immediately report missing, lost, stolen, or damaged government equipment to OIT/DEUS leadership and the COR within one hour of discovery.
  • Provide serial numbers, asset tags, assigned-user information, last known location, and ServiceNow ticket references in incident reports.
  • Administer hardware asset and Configuration Item records within ServiceNow Asset Management and the CMDB.
  • Maintain relationships among assets, installed software, assigned users, business services, and physical locations.
  • Support ServiceNow Discovery and IT Operations Management processes by validating automated discovery results against physical and system records.
  • Perform recurring CMDB reviews to identify duplicate, incomplete, stale, inaccurate, or improperly related records.
  • Validate asset information used by Tenable, Tanium, Microsoft Intune, and related endpoint-management systems.
  • Ensure CMDB information accurately reflects device ownership, operating system configuration, patch status, compliance status, and vulnerability-remediation activity.
  • Lead reconciliation activities between Sunflower and ServiceNow to maintain alignment across both systems of record.
  • Develop and maintain asset management procedures, knowledge articles, reconciliation instructions, and reporting standards.
  • Coordinate approved outbound and return shipments of IT equipment to remote users, regional offices, and affiliated facilities.
  • Work with federal personnel to obtain shipping labels and ensure approved packaging, tracking, and delivery-confirmation procedures are followed.
  • Maintain secure, access-controlled staging and storage areas for equipment awaiting imaging, deployment, shipment, return, retirement, or redeployment.
  • Maintain complete chain-of-custody and shipment records for transferred assets.
  • Confirm delivery and functionality with receiving users and update ServiceNow and Sunflower after receipt is verified.
  • Maintain a cumulative Shipment and Delivery Log, including tracking numbers, destinations, assigned users, asset identifiers, and receipt confirmation.
  • Ensure high-value and decommissioned equipment is clearly labeled and returned to the Federal Property Team.
  • Maintain accurate and auditable asset records in support of federal cybersecurity, vulnerability remediation, FISMA reviews, GSS accreditation, and federal property accountability.
  • Provide asset documentation, configuration information, reconciliation records, and inventory data during audits, FISMA assessments, property inspections, and federal spot checks.
  • Support incident documentation involving lost, stolen, damaged, or otherwise unaccounted-for government devices.
  • Lead or contribute to the monthly GFE Accountability Report due by the fifth of each month.
  • Validate GFE assignments, including PIV and ALT cards, laptops, desktops, peripherals, iPhones, iPads, and MiFi units.
  • Support the biweekly Supply Inventory Report, including stock levels, receipts, issued items, pending orders, and reorder recommendations.
  • Prepare or support semiannual Cubicle and Office Inventory Reports covering equipment condition, missing or damaged items, asset tags, and corrective actions.
  • Ensure property and supply inventory activity is reflected in the Client Weekly Presentation.
  • Provide asset and lifecycle data Metrics Dashboard.
  • Maintain a cumulative Annual Inventory Support Report documenting inventory assistance, identified discrepancies, corrective actions, and resolution status.
  • Review reporting data for completeness, consistency, timeliness, and alignment across systems.
  • Serve as the primary subject matter expert for Client asset management, CMDB administration, inventory reconciliation, and federal property accountability.
  • Provide functional oversight to an additional Asset Manager if optional property-management support is activated.
  • Train incoming, replacement, and backfill personnel on HRSA asset workflows, ServiceNow procedures, Sunflower reconciliation, reporting requirements, and federal property controls.
  • Maintain current knowledge articles and standard operating procedures to support continuity during staffing changes.
  • Coordinate with the Program Manager and Deputy Program Manager on staffing needs, hardware refresh surge support, inventory campaigns, and optional-task planning.
  • Promote consistent asset-management practices and accountability across all supported teams and locations.
