The Washington State Liquor and Cannabis Board (WSLCB) Information Technology Services Division (ITSD) is announcing an exciting opportunity for an IT Application Development - Senior/Specialist position located in Olympia, WA. This position is within the Salesforce Team, which serves to define business technical needs, design, develop, and maintain software solutions for WSLCB that are innovative, secure, and meet IT industry standards. The Salesforce team consists of the WSLCB’s Salesforce and ETL developers, system administrators, and business analysts. This Senior application/ETL developer reports to the Salesforce team supervisor and, under general direction. This is a senior Salesforce technical application, Azure integration, and data development position responsible for the design, development, enhancement, and maintenance of the agency’s Salesforce enterprise applications and all applications, including all inter-system and inter-agency interactions. The position is responsible for creating and ensuring the requirements and documentation standards within the Washington State Liquor and Cannabis Board (WSLCB) are adhered to. This position provides expert-level technical services by designing, testing, implementing, and maintaining multi-dimensional information systems used to issue licenses to produce, distribute, and sell beer, wine, spirits, vapor products, cannabis, and tobacco in the State of Washington; and tools to support compliance services including education, audits, investigations, and public records. These systems provide, manage, monitor, and assess data required to make informed decisions at enterprise, division, and business unit levels for large and highly complex development efforts consisting of multiple applications using various coding languages and integrations. This senior lead Salesforce and Azure integration developer will be responsible to lead development changes, coach, and mentor junior technicians within the LEEAD’s team. This position works with highly visible systems that have agency-wide (all divisions), statewide, and multi-agency impact, providing integration of WSCLB custom, Software-as-a-Service (SaaS), and WSLCB Commercial Off the Shelf (COTS) solutions and custom configured and coded solutions on Platform-as-a-Service (PaaS) for internal and cross-enterprise systems. In addition, this position provides leadership to development and administrative efforts of custom, PaaS configuration and development, COTS and SaaS integrations, application and data conversions, system upgrades and enhancements to existing solutions, strategic direction, solution roadmaps, and mentorship to design, build, and maintain secure Salesforce and Azure solutions. This position plans, defines the current and future enterprise architecture of software solutions, designs multiple sub-applications for solutions and integrations, coordinates, builds, documents, and administers enhancements and maintenance of applications and all inter-system and inter-agency interactions. This position includes the responsibilities of a database developer by taking business requirements to analyze and design, develop, test, normalize, install, and implement agency databases and data interfaces, including writing scripts for automated backups, replication, and ETL processes. The position must understand business problems and opportunities in the context of state and federal rules, requirements, and guidelines, and recommend innovative solutions that lead to strategic planning deliverables and enable the organization to achieve its goals. In the absence of other IT professionals during system changes, this position is required to elicit and document system requirements and acceptance criteria directly with their stakeholders, write test plans, test cases, train users on new software features, coordinate user acceptance testing, administer features of PaaS, and roll out deployments on a regular basis.
