About The Position

The Washington State Liquor and Cannabis Board's (WSLCB) Information Technology Services Department (ITSD) is seeking a Salesforce (IT Application Development - Journey) position in Olympia, WA. This role is part of the Salesforce Team, responsible for defining business technical needs, and designing, developing, and maintaining innovative, secure software solutions that meet IT industry standards. The team includes Salesforce developers, system administrators, and business analysts. This journey-level technical position reports to the Salesforce Team Supervisor and is responsible for the design, development, enhancement, and maintenance of multiple enterprise applications, including inter-system and inter-agency interactions. The role ensures adherence to WSLCB's documentation standards and provides expert technical services for systems that issue licenses for various products and support compliance services. These systems manage and assess data for enterprise-level decision-making, involving multiple applications and coding languages. The position works with highly visible, agency-wide, statewide, and multi-agency impact systems, integrating WSLCB custom, SaaS, and COTS solutions with PaaS for internal and cross-enterprise systems. The role involves balancing testing activities and collaborating with cross-agency teams to ensure systems meet business requirements and technical design specifications, with a focus on process improvement.

Requirements

  • At least 3 or more years of working-level knowledge and experience in software development languages and MVC frameworks.
  • At least 3 or more years of working-level knowledge and experience in HTML5, CSS, JavaScript.
  • Demonstrable knowledge of platform authentication patterns (SAML, SSO, OAuth).
  • Demonstrable extensive knowledge of platform security capabilities (e.g., TLS, SSL).
  • At least 3 or more years of working-level knowledge and experience in scripting languages and data management (e.g., SOQL, SOSL, T-SQL, Azure cloud services, data management, database architecture, ETLs, data profiling, data modeling, and data conversions, especially in conversion to the Salesforce platform).
  • At least 1 year using Microsoft or Salesforce reporting tools.
  • Knowledge of data integration tools and experience integrating solutions with different business systems.
  • Experience in building and maintaining multiple application complex web-based application techniques including version control, automated testing, and continuous integration.
  • Experience in comparing benefits and limitations of open-source software and vendor-developed software.
  • Experience maintaining RESTful web services (e.g., Apex, SQL, SOQL, and Python or other Azure compatible language to build WebAPI).
  • Experience taking business requirements to analyze and design, develop, test, normalize, install, and implement agency datasets (e.g., writing T-SQL for create schemas, stored procedures, views, Azure Synapse and/or Data Factory driven ETLs).
  • Experience in developing and implementing data mining and use of data definition language.
  • Experience in evaluating software quality and applicability in testing software capabilities.
  • Experience using evaluation software for validating software APIs, performance, and ADA compatibility.
  • Demonstrable knowledge of developing system estimates for new software solutions, full or partial software solution replacements, and upgrading software solutions.
  • Demonstrable knowledge of COTS/SaaS/PaaS software and ability to provide integration and security requirements for RFIs and RFPs.
  • Demonstrable knowledge of working in an environment where IT security best practices, policies, and procedures are required and audited, with having responsibility for enforcing and administering the policies and procedures.
  • Demonstrable knowledge of SDLC (Software Development Life Cycle) and Agile development methodology.
  • Demonstrable knowledge of skills in unit testing, requirements testing, user testing, load testing, functional, performance/load testing, and regression testing.
  • Demonstrable knowledge of workload management skills - plan and organize assignments to create timely, accurate work products. Work efficiently, remain focused, and handle interruptions effectively.
  • Demonstrating working-level customer service skills - build and maintain customer relations and satisfaction.
  • Knowledge of business and management principles involved in planning, resource allocation, leadership techniques, production methods, and coordination of people and resources.
  • Knowledge of research skills and problem solving – collect, synthesize, and evaluate information.
  • Knowledge of systems security skill - knowledge of systems security issues.
  • Knowledge of application systems operation, infrastructure and performance skill.
  • Knowledge of systems integration skill in application development.
  • Knowledge of technical consulting skills — provide long-term strategic and change management consultation.
  • At least 1 year as an entry-level Salesforce developer or equivalent.

Nice To Haves

  • Bachelor’s degree from an accredited college or university with major coursework in data science, information technology, web development, computer science, or related field.
  • 3 or more years experience in, and demonstrable knowledge of directly working with the Salesforce product suite, including Sales, Service, and Experience Clouds as a Salesforce developer and administrator.
  • 3 or more years experience in, and demonstrable knowledge and experience in all current Salesforce development languages including Apex, VisualForce, Lightning, SOQL/SOSL, and Omniscript.
  • Knowledge of Cloud Architecture and recent experience developing using PaaS, SaaS, IaaS with focus on scalability, security and integration challenges.
  • Current Salesforce Developer Certification.
  • Recent experience in building Salesforce Lightning applications.
  • Experience with VSCode, Git and Salesforce (SFDX) deployment life cycle.

Responsibilities

  • Develop detailed, comprehensive, and well-structured application architected designs to assure quality, efficient, and secure complex software systems and databases.
  • Develop complex, user-intuitive, ADA-compliant, and secure web user-interfaces, including secure architecture design, coding, and various testing phases.
  • Write code to enhance, improve logging, reporting, and security of COTS, PaaS, and SaaS solutions.
  • Optimize custom and COTS/SaaS solutions and report data query performance using industry best practices.
  • Optimize data models for PowerBI and write custom ETL solutions to extract, transform, and load data into the WSLCB Salesforce system and various interfaces.
  • Verify and validate successful code migration and implementation, including code review of Commercial off the Shelf (COTS) systems.
  • Coordinate with COTS, PaaS, and SaaS vendors, application administrators, and technical staff on technical integration, logging, reporting, and security requirements, and implementation of upgrades, enhancements, and security patches.
  • Provide system analysis, consultation, and support for system failures of small to complex information systems independently.
  • Architect application components, APIs, and web services for re-usable code.
  • Develop, review, and approve code modifications of fellow developers before migration into user acceptance testing and production.
  • Plan, design, document, review, and write code to create, enhance, or fix application components.
  • Use Cloud ETL services to build integrations with COTS, SaaS software, and PaaS services.
  • Maintain system documentation and security & coding standards, including writing and updating technical specifications, release notes, support plans, project plans, implementation plans, system diagrams, and issue papers.
  • Review logs for production problems/incident tracking.
  • Develop job documentation, create batch schedules, develop contingency plans, risk/assessment, create quality assurance reports and findings.
  • Stay current with new/emerging technologies and/or systems, professional certifications, and applicable RCW, WAC changes, and new laws/policies.
  • Provide cross-training to fellow team members.
