About The Position

EY Government Services LLC is seeking an IT Advisor to join their Technology Consulting team, focusing on Digital Engineering within the Government and Public Sector SLED (State, Local, and Education) division. This role involves providing a full range of consulting services to help clients implement new ideas and solve complex problems through purpose-led transformation. The position will assist clients in envisioning, designing, and implementing digital solutions and services, including mobile technologies, customer experience, analytics, content management, and cloud technologies. Responsibilities include developing customer experience and user interaction for digital projects, serving as a front-end, data migration, and integrations developer within an Agile software team, applying industry best practices to software development, and liaising with IT staff to resolve technical issues. The role also involves defining features and requirements for digital products, developing project plans and artifacts, creating capability briefings and work products for digital initiatives, supporting business development activities, managing and motivating teams, delivering quality client services, demonstrating technical capabilities, maintaining client relationships, and cultivating business development opportunities.

Requirements

  • Bachelor’s degree in Information Systems, Computer Science, Computer Engineering, or a related field and 5 years of progressive, post-baccalaureate related experience, OR Master’s degree in Information Systems, Computer Science, Computer Engineering, or a related field and 4 years of related experience.
  • 2 years of experience in revising control systems in GitHub, and developing software with teams using pull request model.
  • 2 years of experience developing navigation, interfaces for different types of screens/user-end experiences on different devices, and layouts that are focused on user needs.
  • 2 years of hands-on experience with both relational (such as SQL Server, DB2, Oracle, Cassandra, Azure DB and/or Neo4J) and NoSQL database technologies (including MongoDB).
  • 2 years of experience with at least 1 of the following Cloud Services: Amazon Web Services (AWS), Microsoft Azure, or GCP.
  • 1 year of experience in HTML.
  • 1 year of experience in CSS and Frameworks (such as LESS or SASS).
  • 1 year of experience in React.
  • 1 year of experience in Angular.
  • 1 year of experience in JQuery.
  • 1 year of experience in NodeJS.
  • 1 year of experience in Elastic Search.
  • 1 year of experience in Javascript.
  • 1 year of experience in XML/XSLT.
  • 2 years of experience in leading integration technologies, including Mulesoft.
  • 2 years of experience in integrating Salesforce.com with external systems.
  • 2 years of experience in developing and implementing data migration, including ETL and master data considerations.
  • 2 years of experience in Agile software development (such as Scrum, Kanban, and/or SAFe).
  • 2 years of experience in state and local licensing and permitting technology solutions.
  • 4 years of experience in professional software engineering practices and the full software development life cycle, including in one or a combination of any of the following: coding standards, code reviews, source control management, build processes, testing, and/or operations.
  • 3 years of experience in written and oral presentations to client stakeholders.
  • 1 year of experience designing complex solutions for complete digital environments.
  • 2 years of experience managing project teams.
  • Eligible to obtain CSM (Certified Scrum Master) certification within one year of hire or promotion.
  • Requires domestic travel up to 80% to serve client needs.

Responsibilities

  • Provide a full range of consulting services to help State, Local and Education clients implement new ideas to help solve complex problems through purpose-led transformation.
  • Assist clients envision, design, and implement digital solutions and services involving mobile technologies, customer experience, analytics, content management, cloud technologies and other services.
  • Develop customer experience and user interaction for digital projects, including experience maps and personas, information architecture, and other deliverables.
  • Serve as a front-end, data migration, and integrations developer for solutions, collaborating with other development and design team members on an Agile software team.
  • Apply industry best-practices, techniques and methods to software development including writing maintainable, testable software code.
  • Liaise with Office of Technology & Innovation (T&I) staff to identify and resolve technical issues.
  • Define the features and requirements for digital products, including web applications, mobile solutions, social and other digital platforms.
  • Develop project plans, briefings and other required artifacts for engagements as required.
  • Develop capability briefings and various work products/marketing pieces for digital to support a growing internal center of excellence and community of practice.
  • Support business development activities for digital opportunities, including capture management, client presentations and proposal support.
  • Manage and motivate teams of professionals with diverse skills and backgrounds.
  • Consistently deliver quality client services by monitoring progress.
  • Demonstrate in-depth technical capabilities and professional knowledge.
  • Maintain long-term client relationships and networks.
  • Cultivate business development opportunities.
