About The Position

Chesterfield County is seeking a forward thinking, detail driven Investment & Operations Manager to join the Treasurer’s Office. This leadership role directly supports the County’s mission by safeguarding public financial resources and driving strong investment performance that benefits our residents and long-term financial stability. The position oversees county-wide investment activities, cash flow management, and key administrative functions within the Treasurer’s Office. This role requires strategic insight, advanced analytical ability, and the confidence to make independent financial decisions in a dynamic environment. The position also provides leadership and support to administrative and accounting staff, ensuring accurate reporting, sound financial operations, and professional service delivery.

Requirements

  • In depth knowledge of State investment laws, cash management, public sector finance, accounting, and budgeting.
  • Strong analytical skills with the ability to interpret complex financial data and make informed, independent decisions.
  • Excellent communication, computer proficiency, and relationship building abilities.
  • Demonstrated ability to develop, implement, and evaluate policies, procedures, and departmental goals.
  • Bachelor's degree in business or public administration, accounting, finance, operations, business management or a related field.
  • Five years of increasingly responsible experience in providing professional-level administrative, analytical and/or operational support in the assigned area of responsibility.
  • At least two-three years of supervisory experience.
  • An equivalent combination of training and experience.

Responsibilities

  • Manage daily cash flow and direct the County’s investment portfolio, including Central Virginia Transportation Authority (CVTA) and Greater Richmond Convention Center Authority (GRCCA) funds.
  • Analyze financial markets, evaluate investment options, and execute prudent investment strategies in compliance with State investment laws and County policies.
  • Oversee preparation of monthly investment reports for the Board of Supervisors and external partners.
  • Lead administrative functions including budgeting, procurement, HR coordination, policy development, and process improvement.
  • Coordinate with internal departments, brokers, and financial partners to ensure accurate cash entries, audit readiness, and smooth financial operations.
  • Provide direct supervision, coaching, performance evaluation, and staffing decisions for assigned administrative team members.
  • Ensure strong internal controls, compliance, and protection of County financial assets.
  • Perform other work as required.
