About The Position

This position serves as the second-level authority to manage the operations of the Mental Health Designation Specialist and two Investigative Monitoring Teams under the Provider Performance Unit: the Investigative Monitoring Team and the ABA Investigative Monitoring Team. This position oversees two teams of Monitoring Specialists tasked with monitoring, investigating, and overseeing the daily operations of all licensed child care facilities, agencies, Day Treatments, and ABA clinics/ facilities that exist within the State of Colorado. This position acts as the second-level authority over the regulatory monitoring processes and collaborates with providers, counties, other Divisions, State Government Agencies, stakeholders, and the public around regulations, policies, statutes, and practices. This position directly supervises the Mental Health Designation Specialist- SSV and two Social Services Vs with five Monitoring Specialists under each supervisor, with a total of ten Investigative Monitoring Specialists, which encompasses the ABA Investigative Monitoring Team and the Investigative Monitoring Team within the unit. This position will also be responsible for assisting the Provider Performance Manager with the adverse actions process when necessary and in accordance with related statutes.

Nice To Haves

  • Bachelor's or graduate degree from an accredited college or university in Public Administration, Psychology, Social Work, Childhood Development, Sociology, or a closely related field of study.

Responsibilities

  • Serves as the expert authority for Program Administration and Strategic Planning for the Investigative Monitoring Teams and the Mental Health Designation Specialist.
  • Ensures all monitoring practices are aligned with regulations, as well as State and Federal laws, to enhance child safety.
  • Conducts workflow auditing by evaluating the efficiency of daily operations and recommending revisions to standards and workflows.
  • Provides strategic assistance by supporting management through auditing team performance and assisting with the execution of new directives and policies.
  • Conducts data analysis, evaluations, and compiles research for specific projects or agency studies.
  • Develops, tests, and refines review instruments for Specialists in order to ensure that child safety concerns are addressed consistently, effectively, and appropriately.
  • Conducts fieldwork to determine how to best manage the assessment and evaluation process with providers.
  • Monitors adherence to regulations and resolves non-compliance through direct communication.
  • Provides technical assistance, consultation, and training to staff on legal requirements, Volume 7 rules, policies, and clinical standards.
  • Engages in strategic planning and is the authority, in collaboration with the Provider Performance Manager, for data collection, goal-setting, and the strategic implementation of components related to the monitoring of all licensed providers.
  • Influences policy changes and rules with internal and external stakeholders, including but not limited to, the Division of Child Welfare (DCW), Office of Children, Aging and Community Services (OCACS), Division of Youth Services (DYS), Administrative Review Division (ARD), Office of Appeals, Health Care Policy and Finance (HCPF), Behavioral Health Administration (BHA), the Colorado Department of Education (CDE), and the Department of Regulatory Affairs (DORA).
  • Assists the Provider Performance Manager with the drafting and implementation of Standard Operating Procedures related to the monitoring of agencies and facilities.
  • Manages and oversees the overall operations of the Investigative Monitoring Team, directly supervising the Mental Health Designation Specialist- SSV and two Social Services Vs with five Monitoring Specialists under each supervisor, with a total of ten Investigative Monitoring Specialists - which encompasses the ABA Investigative Monitoring Team and the Investigative Monitoring Team.
  • Meets individually with supervisors and staff to problem-solve issues, discuss progress toward annual goals, and ensure unit processes and program policy development objectives are being met.
  • Evaluates each direct report in accordance with the PMP processes established by the Department.
  • Ensures workplace equity and development for all staff.
  • Reports to PSU management when concerns on the unit arise, employees' performance issues are evident, and recommends solutions.
  • Assists with the creation of performance evaluations, when necessary, and ensures that all corrective actions are enforced and regularly reviewed for progress.
  • Examines investigative monitoring processes and regularly meets with other unit administrators to ensure processes and practices of all specialists (licensing, monitoring, CPTA, and PMO) are consistent and efficient.
  • Researches processes within the Department or within systems that overlap with the unit in function by collecting information, assessing the impact to the work of the unit, and reports possible solutions to management.
  • Reviews the quality of all Critical Incident Reports submitted to the Department and serves as the backup to the Monitoring Supervisors by ensuring quality assurance processes are followed and assigning them to the respective Monitoring Specialists.
  • Immediately reports all egregious incidents to the Provider Performance Manager.
  • Requires regular fieldwork, a minimum of two times per week, meeting with providers, assisting supervisors and specialists with their investigations, and meeting with other Departments and stakeholders.
  • Identifies and detects systemic problems within the provider network and internally with the Provider Performance Monitoring teams, designing targeted solutions and training protocols to address them.
  • Implements improvements through technical assistance and strategic coordination with both internal teams and external stakeholders.
  • Leverages statutes, research-based guidelines, and expert clinical knowledge to overcome barriers to compliance and negotiates with Division leadership to ensure professional service delivery and child safety across the state.
  • Interprets policies by applying complex rules, laws, and organizational policies to non-routine and nuanced situations.
  • Troubleshoots and resolves escalated issues that exceed the scope of basic support, often utilizing deep system knowledge and experience.
  • Supports the Provider Performance Manager by managing the adverse action lifecycle.
  • Directs and aids in procedures related to fine imposition, summary suspensions, probation, licensure revocations, and appeal hearings from inception to conclusion.
  • May act as an expert witness in court hearings where adverse action has been taken against providers.
  • May consult and partner with the Office of the Attorney General.
  • Provides technical assistance, consultation, and training to staff on legal requirements and adverse actions.
  • Works with staff in drafting and finalizing the Data Views and Arguments Letter (DVA) prior to it being submitted to the Provider Performance for signature.
  • Provides expert recommendations to PSU management regarding necessary interventions to resolve persistent agency violations and concerns.
  • Formulates a strategic plan to mitigate safety risks and address systemic non-compliance with providers when adverse action is warranted.
  • Holds pre-action meetings with PSU Management on all “founded” findings of child abuse and neglect and recommendations for adverse action to determine next steps.
  • Manages the documentation and processes for determining next steps in the process.
  • Performs all other duties as assigned by leadership within the Division of Child Welfare.
