About The Position

ProSidian seeks an International Development Program/Project Manager for a contract role supporting the DOL ILAB Monitoring, Evaluation, Learning (MEL), and Data Services. This position is for an Exempt 1099 Contract with no overtime pay, offering a hybrid work arrangement (on-site and virtual) within the CONUS/OCONUS - Mid Atlantic Area, specifically in Washington, D.C. The role involves supporting a global labor program environment, including technical assistance, trade enforcement, field research, and multilingual stakeholders. The Program Manager I will be responsible for ensuring high-quality deliverables, managing workflow, identifying and resolving problems, managing the project team, providing quality control, planning tasks, acting as a liaison, reviewing work, providing technical assistance, and interacting with clients on program and technical issues. The role requires serving as the key point of contact for evaluations, monitoring job performance, preparing staffing and project plans, and submitting progress reports.

Requirements

  • Bachelor’s Degree or higher
  • At least 5 years of contract management experience in an international development context
  • At least 5 years of experience performing and overseeing multiple types of MEL services
  • Relevant bachelor’s degree and demonstrated comparable project-management experience.
  • Budget control, scheduling, staffing, risk tracking, stakeholder coordination, and reporting.
  • Accountability, organization, judgment, and timely escalation.

Responsibilities

  • Provide Government and Public Services Sector-related Hybrid – On/Off Client Site and Virtual Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services for DOL ILAB Monitoring, Evaluation, Learning (MEL), and Data Services.
  • Ensure all deliverables under this contract are of the highest quality and are completed on time and within budgeted amounts.
  • Manage workflow among a bench of specialists, sub-contractors, and others contributing to the work performed under this PWS.
  • Have full authority to act for The ProSidian Engagement Team on all contract matters relating to daily operation of this contract.
  • Manage the engagement; identifying problems and recommending resolutions; managing the project team; providing quality control; planning and assigning tasks to the evaluation team; acting as liaison between the COR and evaluation team; reviewing evaluation work; providing technical assistance to ILAB and project staff; and reviewing all reports and work output and interacting with clients on program and technical issues.
  • Serve as the key point of contact for the evaluation by identifying and addressing technical and complex areas of the evaluation; monitoring job performance and quality on the evaluation; preparing and implementing the staffing plan, project plan, and quality control standards; and preparing and submitting monthly progress reports and final deliverables.
  • Serve as the ProSidian Engagement Team Contract Manager responsible for work performance.
  • Provide operational oversight of the bench of specialists (e.g., managing workflow, staffing logistics, etc.).
  • Maintain and manage a bench of qualified specialists spanning evaluation methods, sectors, geographies, and language fluency sufficient to staff assignments on six weeks’ notice throughout the period of performance.
  • Establish and maintain full authority to act for The ProSidian Engagement Team on all contract matters relating to daily operation of this contract action.
  • Manage workflow, budget, schedule, staffing, quality control, client liaison, monthly reporting and deliverable review.
  • Maintain annual work plan and rolling task assignments.
  • Plan assignments. Coordinate teams. Deliver on time.
  • Contract governance and global operations.
  • Manage travel logistics, e-Country Clearance, and not-to-exceed travel/ODC controls.
  • Track written COR approvals for scope expansion and coordinate PII, accessibility, and language delivery requirements.
