International Acquisition Contracts Analyst

About The Position

This role is responsible for comprehensive contract development, from pre-solicitation through final reporting. The analyst will provide expert insight, participate in the development of Performance Work Statements, and continuously track and prioritize contracts using the Contracts Planning Worksheet, while also advising leadership. A key aspect of this position involves analyzing and reviewing contract action requirements with Product Directors to ensure compliance with all applicable laws, regulations, and policies. The role requires direct engagement with senior leaders across various departments and agencies to discuss strategies and scope for potential contracts, as well as leading communications with government points of contact and internal business units during the proposal process. The analyst will monitor and manage potential Task Orders (TOs) on Delivery/IDIQ contract vehicles and develop capture strategies. They will also initiate, lead, and produce all contractual reporting requirements, ensuring accuracy and timeliness. Creating and maintaining the Integrated Master Schedule for contracts, drafting Contract Requirements Packages, and Requests for Service Contract Approvals for high-dollar efforts are also core duties. Participation in meetings and management reviews, providing contract action statuses, updates, and schedule impacts to senior government personnel is expected. Proficiency in using Paperless Contract Files (PCF) to build contract requirements cabinets and upload documents is necessary. The role involves developing acquisition objectives and milestones to secure contracted services within required timeframes. Close collaboration with program managers/leads and technical representatives, providing recommendations, and assisting with the preparation of performance work statements/scopes of work (PWS/SOW) is crucial. The analyst will attend meetings with Government and contractor personnel, offering recommended solutions to contractual problems. A strong understanding of various contract types, including Indefinite Delivery/Indefinite Quantity (IDIQ) Task Orders (TOs), sole source, source directed, and competitive contracts, is required. Knowledge of Foreign Military Sales procurement is considered a plus. Ensuring all necessary documents are included in Contract Requirement Packages, such as Document Summary List, Contract Data Requirements List (CDRL), Independent Government Estimate (IGE), Procurement Work Directive (PWD), and performance work statements/scopes of work (PWS/SOW), is essential. Preparing and staffing Justifications and Approvals (J&A) for Sole Source, as well as Acquisition Plans and Service Acquisition Strategies documents, are also key responsibilities.

Requirements

  • Expertise in creating complete Contract Requirements Packages (CRPs), including Document Summary Lists, Contract Data Requirements Lists (CDRLs), Independent Government Estimates (IGEs), and Procurement Work Directives (PWDs).
  • Ability to draft, prepare, and staff key pre-award documents such as Justification and Approvals (J&As), Acquisition Plans, and Service Acquisition Strategies.
  • Experience assisting with and providing recommendations for the preparation of Performance Work Statements (PWS) and Scopes of Work (SOW).
  • Understanding of various contract types, including Indefinite Delivery/Indefinite Quantity (IDIQ), Task Orders (TOs), sole source, source directed, and competitive contracts.
  • Ability to analyze contract requirements to ensure they comply with all applicable laws, regulations, and policies.
  • Skill in creating and maintaining an Integrated Master Schedule (IMS) to track contract milestones and objectives.
  • Ability to continuously track, manage, and prioritize contract actions using tools like a Contracts Planning Worksheet.
  • Must be able to use Paperless Contract Files (PCF) to build and manage contract requirements documentation.
  • Capability to produce and manage all contractual reporting requirements accurately and on time.
  • Proven ability to directly engage with and advise senior leadership (e.g., Product Directors) on contract strategies, status, and scope.
  • Experience developing capture strategies for potential Task Orders on IDIQ vehicles.
  • Ability to furnish recommended solutions to contractual problems.
  • Strong communication skills for leading discussions with government points of contact, internal business units, and participating in management reviews.
